新春放談
毎年１回、関西総合調査業協会では、会報誌を発行しており、その編集を小生が担当している。よって１月末は自然と多忙になり、中々ブログを更新する時間が取れない。
というのは実際は単なる言い訳であって、本当は年齢的なこともあってか、動きが少し鈍化し、ひらめきも沸かず、ついつい遅れてしまう傾向に有る。
そんなことで、先般久しぶりにお会いした知人から、「松谷さん、最近ブログの更新が少ないね・・」とのご指摘を受けた。
こんな拙いブログでも、世界のどこかでは気にかけてくれている人が居るんだな？とありがたく感謝感謝であったが、反省の割にはすぐの行動につながらない。
ところが今週は本当に時間が取れない。よって奥の手を使わせて頂きます。あしからず・・。

「業界団体のあり方」

新年あけましておめでとうございます。本年もよろしくお願いいたします。
令和の元号に相応しい、小春日和をおもわせる爽やかな正月でしたが、会員の皆様は如何でしたでしょうか・・。
昨年は急激な火災保険料のアップがあり、今更ながらに環境問題がもたらす天地の怒りにおそれを覚えた一年でしたが、今年は令和の幕開けのような和やかな年になる事を祈らずにはいられません。
ただ私たちはごく平凡な小市民ですが、祈る事しかできない力弱い存在ではありません。一人ひとりが力を合わせれば、世界を動かし、地球規模で環境問題に取り組む方向に舵を切ることも決して不可能な事ではありません。「私などが一人・・」などと言わず、反省の鞭を手にして、ムー大陸やアトランティス大陸の悲劇を二度と繰り返さない為にも、皆で力を合わせ尽力しようではありませんか。
また世界経済に目を転じれば、経済市況を図る材料の一つである株価は、実体経済を反映することなく、トランプ大統領のつぶやき一つで大きく動く傾向にあり、大荒れの幕開けとなりました。この傾向は今年１１月までは続くかと思われます。
一方我が調査業界はどうでしょうか？。個人的には特に驚くほどの大きな変化はなく、比較的平穏裡に推移して来たように思っておりますが、会員皆様は如何がお感じでしょうか。ただ高止まりの平穏裡であれば良いのですが、市況は全く逆で、低迷した状態が継続維持されているのが実態の様です。その市況を反映してか、協会に寄せられる苦情や相談も激減しております。また、新年早々に大阪府警の担当官にご挨拶にお伺いしましたが、その席でも、「市民からの苦情や相談は減少傾向にある」との事でした。表面的にみれば良い傾向にあると言えますが、裏を返せば苦情や相談が寄せられる程、調査依頼が無く、減少傾向にあるとも取れるもので、一概に喜んでばかりおれる状況ではありません。
同様に私ども業界団体も、全国レベルで組織率は減少傾向にあり、２０年ほど前のピーク時からすれば半減以下に低迷しております。業界の纏まりの悪さは今に始まった事では無く、ここ数十年離合集散を繰り返し、今に至っている訳ですが、ただこうした中にあって昨年は将来を見据えた少し明るい動きもありました。
具体的には昨年９月１３日、私共が団体加盟する全国調査業協会連合会の教育研修会が北海道の札幌で開催されましたが、同じ業界団体である日本調査業協会と東京都調査業協会が教育研修会の協力団体として名を連ねて頂きました。また、翌週の９月１８日に開催された東京都調査業協会の教育研修会（東京で開催）には、全国調査業協会連合会が協力団体として名を連ねました。
こうした動きは業界の過去の歴史には無かったことであります。出来る事であればこれを良き機会ととらえ、将来を見据えた業界団体の動きの足掛かりになればと考えているところであります。
何れにしましても皆が力を合わせ日本に於ける調査業のあり方を真剣に考えていかなければ将来は決して明るいものでありません。社会的地位の向上のためにも一定の規制は仕方ありませんが、安寧な社会を目指すには、無くては成らないこの仕事が、規制のみで縛られ、何らの権利、権限もない今の状況では、真にお客様（依頼者）に満足して頂ける仕事をするには、塀の上を歩かなければならないくらいの状況にあります。特に近年の人権、プライバシー、個人情報保護の動きからすると、増々その傾向は強まっており、調査業界としては看過しがたい状況にあると言えます。
真の人権、プライバシー保護、個人情報保護は、単に知られなければ良いというものではありません。本当の安心、安寧な社会を目指すには、お互いがお互いを知り、情報を共有したうえで、次の手を打つのが本当のあり方では無いでしょうか。今重宝されているプライバシーや個人情報保護は、都合の悪いことは全て、プライバシーや個人情報保護の名のもとにひた隠しに隠すという、利己的な個人主義の手助けをしているようにしか思えません。戸籍や住民票問題にしても同様で、もっともっと議論を深め、公開原則の立場からも真剣に検討して行く必要があるように思います。
そんな活動の為にも調査業団体のあり方が問われる時代に入っているのではないでしょうか・・・。
The Kansai Research Association publishes its bulletin once a year, and I am in charge of editing it. The end of January is naturally busy, so I can’t take the time to update the blog.
In fact, it’s just an excuse, and the truth is that it’s because of my age that my movements have slowed down a bit, I can’t get inspiration, and I tend to fall behind.
So, an acquaintance I hadn’t seen in a while pointed out to me, “Mr. Matsutani, you haven’t updated your blog much lately…”.
Even though it’s such a poor blog, there are people out there somewhere in the world who care about it, aren’t there? We were grateful and thankful, but the reflection did not lead to immediate action.
This week, however, I really don’t have the time. Therefore, I’m going to use a backhanded approach. I’m sorry…

What industry associations should be.

Happy New Year to you all! We look forward to seeing you again this year.
It was a refreshing New Year’s Day, which was suitable for the Gengo of Reiwa, but how was it for the members?
Last year, fire insurance premiums rose sharply, and I was afraid of the wrath of heaven and earth caused by environmental problems.
We are ordinary little citizens, but we are not powerless beings who can only pray. If we all work together, we can move the world and steer it in the direction of tackling environmental problems on a global scale. Let’s not say, “I’m the only one…”, but let’s take the whip of remorse in our hands and work together to prevent the tragedies of the Mu and Atlantis continents from ever being repeated again.
Turning to the global economy, stock prices, which are one of the ingredients for economic market conditions, have tended to move largely at the mercy of President Trump’s tweets, without reflecting the real economy, and it was a rough start. This trend is likely to continue through November of this year.
And what about our survey industry? Personally, I don’t feel that there has been a particularly surprisingly large change, and it seems that things have been going relatively smoothly, but how do you feel about it? While it would be nice if things were calm at a high level, the market seems to be the complete opposite, continuing to remain in a sluggish state. Perhaps reflecting these market conditions, the number of complaints and consultations we receive from the Association has decreased dramatically. Early in the new year, I visited the officer in charge of the Osaka Prefectural Police, and he told me that “complaints and consultations from citizens are on the decline. On the surface, it can be said that there is a good trend, but on the other hand, the more complaints and consultations are received, the more it can be said that there are no requests for investigations and that the trend is decreasing.
Similarly, our industry association has been on a downward trend at the national level in terms of the organization rate, which is now less than half of what it was at its peak about 20 years ago. The bad organization of the industry did not start now, but has been repeated for the last few decades, and has come to the present, however, in such a situation, there was a little bright movement for the future last year.
The Japan Association of Surveyors and the Tokyo Association of Surveyors, both of which are members, were invited to participate in the training session. In addition, the following week, on September 18, the National Federation of Surveyors’ Associations of Japan was invited to participate in a training session of the Tokyo Metropolitan Surveyors Association in Tokyo as a cooperating organization.
Such a move is something that has never happened in the past history of the industry. We would like to take this as a good opportunity if we can, and hope that it will become a foothold for the industry association’s movement with a view to the future.
In any case, the future will not be bright unless we all work together to seriously consider the state of the research industry in Japan. In order to improve our social status, we can’t help but feel that we have to walk on the wall if we want to do a job that truly satisfies our customers (clients), in the current situation where this job is bound only by regulations and has no rights or authority. Especially in recent years, the trend of human rights, privacy, and personal information protection has become stronger and stronger, and it can be said that the research industry cannot afford to overlook this situation.
True human rights, privacy and personal information protection is not something that simply needs to be known. In order to create a truly safe and secure society, we must get to know each other, share information, and take the next step. It seems to me that the privacy and privacy protections that are so heavily used now are only aiding in the selfish individualism of hiding everything that is inconvenient in the name of privacy and privacy protection. I think it is necessary to deepen the discussion more and more, and to seriously consider it from the standpoint of the open principle.
I think we are entering an era in which the nature of research organizations is being questioned for such activities.
