船場ロータリーがカンボジアに小学校建設
船場ロータリークラブの30周年記念事業の一環として、カンボジアのバッタンバン州に小学校を寄贈した。昨年よりその準備を進め、本年４月に着工、8月に完成にこぎつけたもの。
実は、小生の親友が15年ほど前に自衛隊を定年退官し、直後からカンボジアで地雷と不発弾撤去を主な目的とするボランティア団体（IMCCD)を立ち上げ、当人は現地に常駐し、その現場指揮に当たっている。ただ、彼が入っているのが、カンボジアでも最も開発が遅れている、北西部のバッタンバン州タサエン村（ポルポト政権が政府軍に押され、最後の砦とした地域）であり、行政の目は行き届かず、カンボジア国の一地域ではあるが、全てが住民自治にゆだねられている様な所であり、郵便局も無ければ警察署もない。警察官は居るが、農業の片手間に業務らしき事をしている程度で、署（建物）は無く、出勤の必要も無いような状況にある。郵便局も無いので郵便物は届かない。ただ、不思議というか、パソコンは普及しスマホも多くの人が持っており、自動車も数多く走っている。ただ、大半が無免許で、常時クラクションを鳴らしながら、そこどけそこどけと走っている。だって、教習場が無いんだから、免許の取りようが無い。その様な地域だけに、彼は地雷や不発弾撤去だけでは、はがゆく、近年は学校建設や日本企業の誘致に努め、側面からの復興支援に力を入れている。
その事から、船場ロータリーでも彼を通じカンボジアに学校をとなった訳である。従って、場所の選定から建設業者との打ち合わせなど、現地での一切をお願いして来たが、昨日、彼から「学校が出来ましたよ・・」とのメールが届き、写真が送られてきた。
１クラス50名の教室が３つ。午前午後の２部制なので３００名の生徒が学ぶことが出来る。
未だ机も椅子も黒板も無いが、そうした備品は村民が皆で協力し調達することになっている。そうした方が、自分らの学校という意識が強く芽生える・・との彼の助言により。
今年11月には、ロータリーの仲間を募って現地訪問の予定。
小生は2年ぶり3回目となるが、特に見るところとて無く、高床式の小屋とキャッサバ畑が広がるだけの寒村である。しかし、何故か不思議にまた行きたくなる。言葉は通じず、食もあまり合わないが、あの純朴な村人と、何ともいえない子供の笑顔とキラキラと輝くあの眼を見たくなるからか・・・。
As part of the Rotary Club of Funaba’s 30th anniversary project, the club donated an elementary school in Battambang Province, Cambodia. Preparations for the project began last year, and construction began in April of this year, with completion in August of the same year.
One of my best friends retired from the Self-Defense Forces about 15 years ago, and immediately after that he set up a volunteer organization (IMCCD) in Cambodia to remove land mines and unexploded ordnance. However, he is staying in the village of Tasaeng in Battambang Province in the northwestern part of the country, which is one of the least developed areas in Cambodia (the last stronghold of the Pol Pot regime after it was seized by the government forces), and although it is a part of the country with poor administration, everything seems to be left to local autonomy. There is a police officer, but he is only doing what seems to be a part-time job of farming, and there is no police station (building), and there is no need to go to work. There is no post office, so the mail doesn’t arrive. However, strangely enough, computers have become popular, many people have smart phones, and many cars are on the road. However, most of them are unlicensed, constantly honking their horns and driving out of the way. Because there is no driving range, there is no way to get a driver’s license. In recent years, he has been making efforts to build schools and attract Japanese companies to the area, and has been focusing on supporting reconstruction from the side.
This is the reason why Semba Rotary has started a school in Cambodia through him. So, I asked him to take care of everything at the site, from the selection of the site to the meeting with the construction company, and so on.
There are three classrooms with 50 students per class. There are two morning and afternoon classes, so 300 students can learn.
