保険金詐欺、養子縁組で借金逃れ
昨日（9月6日）の日経新聞によると、高槻市の淀川堤防で遺体で見つかった宇野津由子さん（当時３６歳）の養母、宇野ひとみ容疑者（36歳）ら９人が逮捕された自動車事故の保険金詐欺事件で、宇野容疑者が養子縁組などで改姓を繰り返し、「借金を帳消しにするためにやった」と供述している事が、捜査関係者への取材で分かった、と報じられている。
養子縁組などにより姓の改姓を繰り返し、改姓前の借金など、それまでのマイナスを帳消しにし、新たな姓で借金やローンを組むなどし、目一杯になると、また養子縁組などで改姓し、別人になると云う事を繰り返すらしい。しかも、こうした詐欺事件が各地で摘発されており、その為、法務省は養子縁組の実態について本格的な調査に乗り出した、とある。
「何を今さら・・」、との思いであるが、遣らないよりはましか・・・。今に始まった事ではないが、行政と云うところは何か事件がおき、マスコミなどで大騒ぎされないと、何もしない。予測される事案を勘案して、事前に手を打つと云う事は非常に苦手な様である。
ところが民間企業は、そんな事をしていたら会社などは直ぐに吹っ飛んでしまう。あらゆる危険を事前に察知し、事が起こる前に対処する。所謂、危機管理（リスクマネジメント）を確りやらないと、企業の継続・繁栄など有り得ない。
これは個人に取っても同様のことで、何事もことが起こってからでは遅きにしする。
弊社の仕事はまさにこの事で、企業や個人のリスクマネジメントである。ところが、役所は事が起こってからの調査には理解を示し、事件や事故の事後調査には難癖つける事はないが、事が起こる前の「リスクマネジメント調査」には、人権、プライバシー、個人情報保護などあらゆる角度から疑問を呈し、問題視しようとする。困ったものだ・・・。
前述の詐欺事件などほんの氷山の一角で、現代社会の人間関係の希薄さや個人情報保護による事前情報不足で泣きをみている人は五萬と居る。
人間の性善説、性悪説はともかくとし、基本的に人は、自分の身分（氏名、年齢、住所など）を簡単に隠すことや偽ることが出来るとすると、結構悪巧みをする人は多いと思う。
私はかねてから安全、安心の社会を作ろうと思えば、少なくとも、その人が何処の誰であるかは判るシステムにしておかないと、上手く行かないと考えている。
ところが、現代の社会風潮はそれに逆行し、人権、プライバシー、個人情報を、侵すべからざる神聖なもの、として取り扱い、本人に聞く意外、側面から調べても、何処の誰であるか、判らないシステムを構築しつつある。人の身分を表記する戸籍も住民票も事実上非公開とし、学校も企業も官公庁も、個人の事には一切口を閉ざす。
警察などその典型で、権力で人権無視の調べは幾らでもするが、身内の事は一切公表しない。「俺は30年警察に勤め何々をしていた・・・だから何々・・」などと口にする人が居たとする。しかし、その事が本当かどうか、事前に調べたくとも、警察はその問い合わせには一切応じない。従って、本人が言う事を信じるしかない。結果、騙されて泣きを見る。
こんな事は日常茶飯事に起きている。ところが、一寸した詐欺事件など問題にされることは無い。しかし、警察が第三者取材に応じ、「いや彼は若い頃4年程居ただけで、30年と云うのは何とも・・・」と答えたとする。すると、この元警察官が、「何で俺の個人情報を洩らしたんだ・・」、とねじ込めば、警察は、個人情報漏洩でテンヤワンヤ、下手したら応えた署員は懲戒処分になるかも。そんなのは困るから、事なかれ主義で誰も個人情報の照会には応じない。これが実情である。これってまとも。人権ていったいなに？、プライバシーていったい何？、個人情報っていったい何・・？。
個人情報やプライバシーを保護せんが為、結果的に騙された、など枚挙に暇が無いが、それに怒っているのは私だけなのか・・・。
こんな事を書いていると、またボルテージが上がり、命より大切な健康に影響するので、これくらいとするが、少なくとも、相手が云っている事が正しいのか否か、履歴書など申告事項が正しいか否か、それくらいの確認は出来る社会システムにしておかないと、最も大切な人権を損なうことになるのでは。
口直しに楽しい話し。今朝、何時もの様に妻に見送られて家を出た。「いってらっしゃい・・」「いってきます・・」、何時に変わらぬ我が家の朝の風景である・・・（ほんとかな・・・？）。10メートルも行くか行かないかで、プーンと何ともいえない香りが漂ってきた。アレッ、ふと横を観ると金木犀が黄金色・・・アッ金木犀だ、、それから駅まで15分、ずっと金木犀の香りに包まれた。「香里園って本当に香の里だな・・・」、そんな爽やか気分で、今日の出勤を楽しむことができた。金木犀さん有難う！！。

On the other hand, government officials are understanding of post-incident investigations and do not criticize post-incident investigations, but they try to question and problematize “risk management investigations” before an incident occurs from all angles, including human rights, privacy, and personal information protection. The aforementioned fraud cases are just the tip of the iceberg, and there are more than 50,000 people who are crying because of the lack of prior information due to the lack of human relations and the protection of personal information in modern society.
Putting aside the theory of human sexual righteousness and sexual wrongness, if people can easily hide or disguise their identity (name, age, address, etc.), I think there are many people who are quite devious.
I have long believed that if we want to create a safe and secure society, we have to have a system that at least knows where and who the person is, otherwise it will not work.
However, modern social trends are going against the grain, treating human rights, privacy, and personal information as sacred and inviolable, and constructing a system that makes it impossible to know who or what they are, even if you ask them, or examine them from the side. Family registers and residency cards, which indicate a person’s status, are effectively closed to the public, and schools, companies, and government offices are closed to any personal matters.
The police are a typical example of this. They can investigate any number of people with no regard for human rights, but they never disclose anything about their own people. Let’s say someone says something like, “I worked for the police for 30 years…so what… However, even if they wanted to find out in advance whether this was true or not, the police would not respond to any inquiries. Therefore, we have no choice but to believe what he says. As a result, you get tricked and see tears.
This kind of thing happens all the time. However, there is no such thing as a minor fraud case. However, when the police were interviewed by a third party, he replied, “No, he was only there for about four years when he was young, so 30 years is a long time… Then, if this ex-police officer screws up and says, “Why did you leak my personal information…”, the police will be in a bind for leaking personal information, and if worse comes to worst, the police officer who responded may be reprimanded. What the hell is privacy? What the hell is personal information?
I have no time to mention that I was cheated as a result of not protecting my personal information and privacy, but am I the only one who is angry about it…?
However, we need to have a social system that allows us to confirm whether or not what the other party is saying is correct or not, and whether or not the information on their resume or other declaration is correct or not.
