新春放談
今週は、関西総合調査業協会の会報誌（新春号）を発行しなければならず、その作業に追われ、
何時ものことながらブログ更新の時間が取れない。そこで、また小生得意の手抜き技、奥の手を出すことにした。
会報誌の原稿添付で今週はお許し願いたい・・。
新春放談 会長 松谷 廣信
新年明けましておめでとう御座います。会員の皆様方には清々しい新年を迎えられた事とお喜び申し上げます。
それにしても昨年は厳しい年であった。世間は９月のリーマンショックを機に末曾有の不況に落ち込んだと云うが、
我が調査業界は９月どころか、ここ数年来原子力潜水艦で深海に潜り、浮上することを忘れたかの如くである。そこで、
新年に当たり私なりにその原因を分析し、浮上の道を会員の皆様と一緒に探ってみたいと思う。
私がこの調査業界に身を寄せたのは１９７１年、２３歳の時であった。当時の関西経済は万博景気の余波もあって活気にあふれ、
調査業も引く手あまたの盛況で、納期が間に合わず、採用調査等は春先に調査したものを秋にレポートすると言った超多忙な状況にあった。また、
大衆調査関係も電話帳を始めとした広告媒体をフルに活用、大鯛を網ですくい上げるような大きな仕事で潤っていた。
ところが１９７５年の地名総監事件を機に「身元調査おことわり運動」が大々的に行われ、
大手企業や金融機関の大半が新卒中途の別なく採用調査を控えるに至った。また、
大衆調査関係も結婚等の差別問題に起因して身元調査のあり方が問題視され、徐々に陰りが見え始めた。しかし、
全般には景気の下支えもあって平成の１桁代位までは細々ながらでも何とか食にはありつけていた。ところが平成１２年の日本アイビー・
リック事件を機に、企業の採用調査は急激に落ち込み、大衆調査部門にも少なからずその影響がでた。そんな中での昨年来の不況である。
厳しいとしかいいようがない。ただ、景気の良し悪し、経済の浮き沈みは世の習い、資本主義経済下にあっては致し方無い事である。ところが、
調査業界の今のていたらくは必ずしも取り巻く環境によるものばかりではなく、多分に自ら墓穴を掘った感じがある。その根本原因は、
差別体質と荒っぽい営業手法から社会的信用を失墜し、調査会社は「高い、怖い、いい加減」
の印象を広く社会に与えてしまった結果によるものといえなくもない。採用調査、結婚調査に対する行政の規制はただひとえに
「差別につながるおそれ」であり、その恐れさえ払拭できれば規制の根拠はない。また、大衆調査の不振も、高い、怖い、
いい加減の社会的評価を覆すことが出来れば、決して需要が無い訳ではない。
調査という仕事は有史以来延々と続いてきた社会生活に欠くことの出来ない有益な仕事であり、
安全な社会生活を営むためには無くてはならない崇高な職業である。にも関わらず、
日本の調査業が未だ日の目を見ないのは偏に自らの体質にあるのではないか？考えさせられる部分もある。たしかに、
調査を取り巻く環境が個人情報、プライバシイ、人権等々、何かと厳しくなっている事に違いはない。アメリカやイギリス、
ヨーロッパ各国の調査業は、立派に社会的認知を得て、一産業として高い評価を得ている。特にアメリカでは企業の管理者の最低限の仕事として、
採用調査、取引先調査が義務づけられているくらいである。それもこれも社会の要請と業界の自助努力の結果であって、
差別と調査をイコール視されるようなナンセンスがなかったからである。日本の調査業界も自らの努力によって差別を無くし、
差別と調査は全く別次元のものであることを社会に広く知らしめなければならない。
所謂、差別のない社会を作ることによって、「調査は差別につながる」などと云う、
自己矛盾の論理を完全に払拭しなければならないと考えている。区別と差別は違い、好き嫌いと差別も違う。云われ無き差別、
自らの力ではどうすることも出来ない差別、そんな差別はあらゆる努力によって解消しなければならない。しかし、
調べることを禁止することによって差別は決して無くなりはしない。寧ろ、規制すればするほど変質化し潜在化した差別が強くなる。それが人の深層心理ではなかろうか。「差別意識の解消」は法律や規制によって出来るものではない。
解消の方法は色々あると思うが、隠すことや調査を規制することによって解消されるもので無いことは火をみるより明らかである。
行政や人権団体は、調査する事が差別であるかのように言うが、調査は、事実の追求であり真実を解き明かす術である。
被差別部落云々など全くナンセンスとする、差別のない無い世の中を作らんと！！、
その理想に燃えて行政も人権団体も運動しているのではないか。そうした理想を掲げながらなぜ調査を規制するのか？ 我々調査会社は
「部落差別調査は、しない、受けない、やらせない」運動を推進している。ところが、聞くところによると大阪府は現状の規制に更に輪をかけ、
戸籍の入手を本人に通知するシステムを推奨し、市町村にその検討を要請しようとしているという。人の身分を公証する資料は戸籍しかなく、
あらゆる調査の基礎資料となるのが戸籍であるにも関わらず、「誰かが貴方を調べていますよ」
と云うことを行政が被調査人に知らしめるシステムを導入しようとしている。
これは一見いかにも親切で不正防止に役立つ方法と思われるかもしれないが、例えば「独身を装って女性を口説き」、口説かれた女性が
「本当に独身か否か？」調べようとすると、行政がその詐欺師的男に「貴方を調べている人がいますよ」
とお知らせすると言うおかしなことになってしまう。これこそ要らぬお世話である。
逆に夫婦を装って、相手を脅すなどと云う行為もよくある。ところが、本当に夫婦かどうか調べようとすると、それも脅迫する相手に「あなたのことをこの人が調べいますよ」とお知らせすると言うことになる。
事件や事故が起こる前の事前調査、
悪質な他人への成りすまし行為や詐欺行為の解明調査で、真実を知ろうと相手の身分確認調査を実施すれば、
市町村が被調査人にお知らせするといった馬鹿げたシステムが構築されてしまうことになる。
何を目的にこのようなシステムを導入しようとしているのか・・、私には理解しがたい。
何れにしても我々調査業者は今まで以上に差別解消に向け不断の努力をし、
調査イコール差別ととらえる様な間違った考え方を是正して貰わなければならない。また、
戸籍の公開原則を極めて厳しく制限している現状を打開し、
庶民の安全に貢献する調査業が欧米並みの社会的認知を得られるよう活動を強化して行かなければならない。新年に際し、
会員の皆様とともにこうした決意を新たにしたいと思っておりますので、ご協力の程宜しくお願い申し上げます。
