詐欺師と個人情報［詐欺師の特徴とは］
調査業に従事していると必ず出会うのが詐欺師である。それも一度や二度ではない・・。
中でも多いのが結婚詐欺と取込詐欺。しかも、結婚詐欺に関しては、
騙されていたのか振られたのか、そこの境目が良く判らない。別れた後、冷静になってよくよく考えて、「どうも騙されていたのでは・・」
なんて思うケースは殆ど間違いなく騙されている。かと云って、相手が詐欺師とは限らない、騙し＝詐欺ではない。
詐欺とは、最初から騙そうとして騙し、財物的利益を得る事をいう。人間はある意味非常に厄介で難解な動物であり、
最初は騙すつもりなど無かったのに結果騙していたなどと云う事はしょっちゅうある。
夫婦の間などでは愛するが故に騙す等という事もあるらしい（知人曰く・・）。しかし、こうしたケースは詐欺とは云わない。
ところが、調査で出会う詐欺はそんな甘いものではない。1・2年かけて舞台作りをし、
綿密な計画のもとに実行に移す。しかも、「あの人がまさか・・・」と思う程に信頼関係を築いてからやるから性質が悪い。
大半の場合当人は気づかない。周辺者のアドバイスで念の為にと調査をしてみたら、結果とんでもない詐欺師であった等というのが大半である。
それも、その行為そのものが詐欺と証明できる事は調査会社の調査では中々難しい。詐欺を立証するには、公権力を持って徹底した調査・
捜査をしない限り中々判るものではない。
ところが、調査によって相手（被調査人）が詐欺師であるか否かは意外に判る。何故なら、
詐欺師の特徴は、その場その場の言動は非常に誠実で身近な出来事は正直に話し、そこまで自分のことをさらけ出すか・・
と相手が恐縮するくらいに、正直にしかも律儀に対応する。ところが自分の経歴や親兄弟などに関わる事は正直には話さない
（話したくても話せない）。そこで、経歴や身許を華麗に作為するか、某人物への成済ましを行う。
従って、調査会社の調査はそこに視点を向ける。結果、身許に関するあらゆることが出鱈目となれば、
大方は詐欺と判断して間違い無い。
これは企業の取込詐欺などでも同様で、会社経歴や代表者の個人経歴などを詳細に調べる事によって判明する。
ところが、最近の人権やプライバシー偏重の流れから、この手の調査も非常に難しくなっている。
世の中怖いものなしで人権が大手を振っているが、真の人権とは何なのかをもっともっと真剣に論議しなければ・・・と思う。
少なくとも今の人権の流れは、人も文化も駄目にしてしまいかねない。
昨日の新聞報道によると、戸籍法改正を議論していた
「法制審議会戸籍法部会」が中間試案をまとめ、次期通常国会に改正法案を提出する方針という。所謂、
戸籍の公開原則を非公開原則に改悪する法案の提出である。
昨年4月に施行された個人情報保護法施行に伴う社会生活上の弊害がマスコミを賑わしており、
早くも法改正が叫ばれている昨今にも関わらず、そんな事は全く意に介さず、
人権至上主義と個人情報保護の流れに乗って一挙に遣ってしまおうとしている。
正直、今の人権の流れに逆らうのは非常に難しい。政治家も企業人も有識者ともてはやされる先生方も、
誰一人人権には正面から物を言おうとしない。特に関西はその傾向が強い。人権団体が強すぎるが故に人権が語れないのでは・・・等と、
つい皮肉のひとつも云いたくなってしまう。
ただ、戸籍法改正問題は、パブリックコメント（意見公募）を経て、となっている。業界関係者は勿論、一人でも多くの方が、
近く行うであろう政府のパブリックコメントに応募して貰いたいと思う。
