調査業法
今週は協会活動のみで社内的な仕事は殆ど出来なかった。戦友の東田俊康氏（ピ・アイ・オ社長）
と二人で議員会館回りに勤しんでいたという訳。務めとは言え中々大変だ・・・。ただ、私どもの調査業界は今未曾有の過渡期にあり、
動かざるを得ないと云うのが実情である。
最大の問題は業法である。議員立法で、今国会で成立の見込みが高いと言われている。
業法ではあるが中味は「消費者保護」を目的としたもので、業界の育成は眼中に無い。その為、規制のみで特典と言えるものは何一つ無い。
それでも業者にとっては、朗報ととらえられているようである。
何故なら、我が国に於ける調査業界の歴史は、余りにも虐げられた差別的なもので有ったからに他ならない。同じ業界でも、
欧米とは天地の差がある。
今までは野放し状態で、主務官庁さえハッキリとせず、社会的認知度の低さと運動団体のご支援のおかげで・・、公的融資は対象外、
社員の募集広告も大手媒体は掲載拒否。所謂、不用業種的扱いをされてきたが故に、業者としては、どんな法律であろうが業法が出来れば、
業そのものが「公的に認められたことになる」との考え方である。何とも情けない話であるが、それが現実である。
同じ業界でも欧米では弁護士以上に社会的信用を得ており、規模的にも雲泥の差がある。その原因は色々と考えられるが、
業界の生い立ちと云うか歴史に起因するところが大きいように思う。
そのことについては次の機会に書いて見たいと思うが、何れにしてもこれからは、人の「身体、生命、財産」を未然に擁護するという、
重大な使命を課せられた崇高な仕事である事を自覚し、自分の仕事に誇りを持って、主張すべきは主張して行きたい、
との思いを強くした1週間であった。

The two of us were working together at the Senate Hall. It’s a lot of work to do… However, our research industry is in an unprecedented transitional period.
The reality is that we have no choice but to make a move.
The biggest problem is the business law. It is said to be a parliamentary legislation and is highly likely to be enacted in the current parliament.
Although it is a business law, its content is intended to “protect consumers” and not to foster the industry. As such, there is nothing that can be said to be a perk, only a regulation.
Still, it seems to be seen as good news for contractors.
This is because the history of the research industry in our country has been one of oppression and discrimination. Even in the same industry.
There is a world of difference between Europe and the United States.
Thanks to the low social recognition and the support of the movement group, the public loan is out of the scope, and it is in a state of openness until now, even the competent government agency is not clear, and the social recognition is low.
Major media outlets refused to advertise for employees. Because we have been treated as a so-called unused industry, as long as the business law is enacted, no matter what the law is, we will be able to make a profit.
The idea is that the business itself is “officially recognized. It’s a shameful story, but it’s a reality.
Even in the same industry, in the U.S. and Europe, they have more public trust than lawyers, and there is a huge difference in terms of scale. There are many possible reasons for this.
I think this is largely due to the history of the industry, or rather the history of the industry.
I’d like to write about it on the next occasion, but in any case, I’d like to write about it from now on in order to protect the “body, life and property” of people in advance.
I am aware that this is a noble job with an important mission, and I want to take pride in my work and assert what I should assert.
It was a week in which I felt strongly that I had to do something about it.
