戸籍住民票
昨日自分の住民票を市役所に取りに行った。久しぶりと云う事もあるが請求用紙が以前に比べ随分変わっているのに驚いた。
中でも請求人の事項をかなり細かく書かなければならなくなっており、しかも、
その記載に間違いがないかどうかを確認する為に身分証明書の提出を義務づけている。たまたま、運転免許書を持っていたから事なきを得たが、
もし身分を証明するものを持ち合わせていなかったらどうなったであろう・・・。
窓口の担当者に「何時からそんな事になったの・・」と何時もの悪い癖で一言。担当者曰く、「今年６月からです」、ナヌ・・６月、
（兵庫での戸籍住民票不正入手問題に端を発しているのは明らか）。 「６月に法律か条例改正でもあったの？」、「イヤ・・通達で」、
むむ・・・・・、なんとすごい力を持った団体があるものだ。
役所と云うところはある意味大変な所で、文章の一字一句を変えるのに驚くほどの知恵と労力を要す。要するに、
１字を変えるという事は前任者の否定につながりかねないからだ・・。「民のため」などという事は彼らの頭の中には微塵だにない。
あるのは仲間内のかばい合いと保身である。偉くなればなるほどその気遣いはすごい。そんな役所が、時に天の一声で豹変することがある。
今回もそんな声があったのかも・・・。
