履歴書って普通信用しますよね・・・。
自分の履歴を自分で書くのだから、やたら間違う訳もないし、履歴書に嘘を書くなんて普通は考え難い。従って、
普通の人は履歴書は頭から正しい物と信じている。
ところがどっこい、この就職難の時代。2・3年で転職を繰り返している人や、
前職で不都合を起こし退職又は解雇になったような人は、イザ履歴書を書こうと机に向かうと、
このまま正直書いたのではまずい、
との思いが頭をよぎる?。そこで、ついつい不祥事のあった会社を隠したり、1・2年の短期で辞めた会社を抜かし、2・
3社を1社にまとめて申告し、辻褄を合わせると云う事になる。
こうした履歴の相違は、弊社で扱う中途採用調査(経歴確認、履歴確認)全体で30%内外を占めている。
これは弊社に限ったことではないと思うが、日本ではこの手の調査に否定的見解を取る省庁があり、
統計的数字は発表されていないが、アメリカの場合、大手調査会社の統計によると、
ほぼ同じく30%の履歴詐称が認められると云う。
従って、経歴詐称など、
調査員から見ると日常茶飯事で、取り立てて騒ぐほどの事でなく、「申告では○○と成っているが正しくは○○で、
経歴の相違が認められる。但し、勤怠は悪くなく、上司の指示には素直に従い勤勉真面目に勤め、同僚とも上手く折り合っていた。
退職についても不都合事由はなく、キャリアアップを目指し転職を決意したもので、特に懸念されるものは認められない」
等と、報告書(レポート)をまとめている。中には、「未申告の職歴、○○会社では、
金銭の使い込みが発覚し懲戒解雇となった事実があり、それを隠すために○○会社は申告しなかったものと思料される」
等の報告となる。しかし、こうしたケースは理解の範疇で、ごくごく普通のことである。
ところが最近、経歴詐称(履歴書詐称)
をごく普通の事ととらえている調査員が、ウッと唸るような、巧妙と云うか何と云うか、
非常に狡猾な詐称が増えてきており、小生が3年前、戸籍法改正に猛反対し、詐欺師天国日本の到来を予見し警笛を鳴らしていたが、
どうもそれが現実のものとなりつつ有るように思う。
一般に即戦力を求める求人企業は、最近は民間の職業紹介所(有料職業紹介所)
を通じ採用するのが一般的となっているが、この職業紹介所は厚労省の許可事業であり、厚労省の指導を絶対的のものとしている。その為、
求職者(登録者)
の経歴確認などは先ず行っていない。それを知ってか知らずか、キャリアクラスの求職者の中に、
思ってもみないような履歴詐称があり、しかも、履歴を証明する在籍証明書の偽造を行うワルが増えてきている。
以前にもこのブログで具体的事例を紹介したことがあるが、最近経験したのは、弊社の調査で
「被調査人○○は某企業には勤めた形跡がなく、従って、職務経歴書も全て作文と思料される」
とした報告に、依頼企業が被調査人を呼び出し、再確認したところ、「在籍証明書」を持参し、
「この通り間違いありません・・・」と申し出たものである。当然依頼企業はカンカンである。
弊社の営業も「申し訳ありません、直ぐに再確認を・・
」と平身低頭。早速調査員に再調査を指示、調査員は「そんな馬鹿な・・・」、
ブツブツ言いながら再調査に入る。結果、「在籍証明書」
が偽造されたものである事が発覚し、事なきを得たが、それこそ、くわばらくわばらであった。
このケースは、たまたま運よく偽造が判ったが、今の個人情報保護法の流れ、厚労省の指導
(採用時の調査は差別につながるおそれがあるのでしない様に・・・)の流れからすると、大手を振って経歴詐称(履歴詐称)
がまかり通ることになるでしょう。イヤ、既になっており、経歴を立派に偽った人が採用され、
馬鹿正直に本当の経歴を申告した人が不採用になる、不公平な選考が行なわれている可能性が大いにあるのです。
正直、今の流れからすると、弊社のような調査会社が採用前調査に関わらない限り、求人企業が経歴詐称を見破るのは不可能に近いのでは無いかと思われます。
特に、キャリアクラスの採用で、何らかの意図を持って履歴を作文し、潜り込もうとするようなケースは先ず見破れないでしょう。だって、
住民票も卒業証明書も在籍証明書も全て本人以外は入手不可能で、第三者の問い合わせには「個人情報保護」を盾に絶対応じない。ところが、
その気になれば住民票や各種証明書などは簡単に偽造できるのですから・・・。
此処で私が云いたいのは、正当な理由があれば第三者でも「個人情報」を確認できるシステムにしておかなければ、犯罪の事前回避が出来なくなると云う事です。
調査会社の仕事は大半がリスクマネジメントであり、事前調査で如何にリスクを回避するかですが、
その為に個人情報を取ろうとすると、因果関係を示す「そめい資料」の添付を要求される。ところが事前調査段階では、
因果関係を示す資料など存在しないのが普通です。だって、契約前の与信調査や入社前の経歴調査であり、
契約や入社した後の調査では大体が後の祭りになってしまうのですから。履歴書が手許にあり、
その経歴が間違いかどうか位は確認できないとおかしいでしょう。ところが、官公庁も大手企業も個人情報を盾に全く応じないのが今の現状です。
厚労省などは調査そのものを否定しようとしているのですから・・・。
