インフルエンザが猛威をふるっている。

　「小生は風邪をひかない」と云うのを自慢にしていた。一寸した喉の痛みや軽いせきぐらいはたまに有るが、「風邪をひいた・・」と云う感じはここ３０年程無かった。

　社員が「風邪で・・・」などと云うと、「何で風邪などひくの・・ひかんとけば良いのに・・」などと軽口を叩き嫌われていた。ところが、今年はいの一番に風邪にかかり、しかも１週間になるのに、痰と咳がひっきりなしである。とうとうたまりかねて病院へ・・と云う始末。なんとも情けない話しであるが、仕方が無い。

　先週初め東京出張。出かける前から何となく調子が出なかったが、独り寝の寂しさからか、夜中に風邪を呼び込んでしまったらしい・・・。以来コンコンくしゃん、こんこんクシャンを繰り返し一週間。もしかしてインフルエンザ・・そんな不安が頭をよぎり、掛かりつけのお医者さんに行くことにした。

　この先生、もともと天風会の会員で、香里道場に時々顔を出してくれていた。当時は大学病院の勤務医であったが、２年前に独立開業。それを気に、今まで掛かっていたお医者様を袖にし、一寸時間はかかるがホームドクターの様な気軽さで利用させて貰っている。

　ところが、「風邪をひきました・・・」とは先生には言いにくい。何故って・・・、だって先生が白衣を着て居ない時は小生が先生である。普段は小生が先生に対し「心身統一法」を手取り足取り教え、「風邪はひかないことにしている・・・」などと公言していただけに、流石に恰好が悪い。

　でも一週間も痰と咳に悩まされると仕方がない。「先生・・・、元気に風邪をひきました」、先生も心得たもの、症状を話すと、何も診ずに、「薬出しておきましょう・・・最短で良いでしょう・・」　３日分、３つぶの薬をくれた。

　先生曰く「インフルエンザだと痰は出ない。軽い風邪でしょう・・・」。「普通の風邪とインフルエンザ、何が違うんですか・・・。インフルエンザも風邪ですよね・・・」などと軽口を叩き、医院を後にした。

　多分、明日は大丈夫。それにしても何故風邪などひいたのかな・・・。

　考えられるのは只一つ、そう糖質制限食。

　炭水化物を摂取しないようにして２ケ月半。確かに体重はおちるし、血圧は下がるし、多分この分だと血糖値も間違いなく下がっているはず（今日、検査したとこなので結果は２・３日後）。でも、体力も応分に下がっていたのかも・・・。

　何事もほどほどにと云うことか・・・。

He boasted, “I never catch a cold. I occasionally have a slight sore throat or a light cough, but I haven’t felt like catching a cold for about 30 years.

Whenever an employee would say, “I have a cold,” he would say something like, “Why do you have a cold? However, this year, I caught a cold first and foremost, and even though it’s been a week, I’m still having a lot of phlegm and coughing. Finally, I couldn’t stop myself and went to the hospital. It’s a shameful story, but it can’t be helped.

Early last week I went on a business trip to Tokyo. I didn’t feel well even before I went out, but I think it was from the loneliness of sleeping alone that I brought in a cold in the middle of the night… Since then, we have been doing this for a week.

This sensei was originally a member of the Tenpukai and used to come to Kori Dojo from time to time. At the time, he was a doctor at a university hospital, but two years ago, he started his own business. With that in mind, I’ve shunned the doctors I’ve been seeing, and although it takes a bit of time, I’ve been able to use them casually like a home doctor.

However, it is difficult to say to the doctor, “I caught a cold…”. Because….when the teacher is not wearing a white coat, I am the teacher. Normally, I would teach my teacher the “mind-body unification method” hand in hand and profess that I try not to catch a cold.

But when you’re plagued with phlegm and cough for a week, it can’t be helped. Doctor…I caught a cold in good health,” the doctor knew what he was doing, and when I told him the symptoms, he didn’t do anything but give me three pills for three days.

The doctor said, “You don’t get phlegm when you have the flu. It’s probably a mild cold… What’s the difference between a common cold and the flu…? The flu is a cold too, isn’t it…” he said lightly and left the doctor’s office.

Maybe we’ll be okay tomorrow. But why did I catch a cold…?

There’s only one thing I can think of, and that’s a carbohydrate-restricted diet.

It’s been two and a half months since I stopped eating carbohydrates. I’m sure my weight will go down, my blood pressure will go down, and I’m sure my blood sugar will go down at this rate (I just had it checked today, so I’ll get the results in a couple of days). However, I think my physical strength had dropped accordingly…

I guess we should all take it easy…

昨日の朝、寝ぼけ眼でリビングに顔を出し、女房に「おはよー」　と声を掛けるや、間髪いれず「お父さん、此れ見て、コレ！」と目の前に押し付けられたのが読売新聞・・・、３面の頭に、大きくふと文字で書かれた「隠岐島前高校」の文字が飛んできた。

何事か・・・もしかして廃校か・・・そんな事が一瞬頭をよぎったが、あにはからんや、離島の高校の驚異的な躍進が報道、紹介されていた。

「島根県立隠岐島前高等学校」は我が母校である。誰が何と云っても我が母校なのだ。

それが実は廃校の危機にあった。島の人口減少と共に生徒数も徐々に減り、一学年一クラスで生徒数も１００名を切ろうかと云うところまで来ており、廃校も止むなしか？、しかし、そうなると島前の子供は、高校進学は全て親元を離れ、寮かアパート住まいをして高校に学ぶ事となり、益々高齢化は進むは人口は減るは・・で結構淋しい事になるのである。

その危機にあった高校が島民の知恵と努力で驚異的に飛躍、今春は募集定員を倍増して８０名、２クラスにしたと云うのだ・・・・。

小生に取っては今年一番の朗報であった。田舎の皆も頑張っているんだナー・・・

人情、自然魅力の島留学…隠岐島前高校が定員倍増

島根県・隠岐諸島の県立隠岐島前(どうぜん)高校（海士(あま)町）が今春の募集定員を２学級８０人に倍増させた。

島の人情味や豊かな自然を求める都会っ子らの“離島留学”が増えているためだ。過疎化や少子化で入学者が減り、一時は統廃合も危ぶまれた島の学校は、「島親」となって県外の生徒の身元を引き受ける住民の協力などで活気を取り戻しつつある。文部科学省によると、島の高校での定員増は珍しいという。

隠岐諸島では、地元の中学卒業者の多くが本土の高校に進学し、同高への入学者は２００８年度に２８人と、１９９７年度（７７人）の３分の１近くにまで減った。

減少が止まらなければ統廃合の恐れがあることから、町は「高校がないと島から若い人が出てしまい、町の存続にかかわる」と対策を検討。１０年度、本土から入学しやすいように、同高の寮（定員５６人）に入る成績優秀な生徒の寮費補助を始め、町営の学習塾も開設して東京から講師を招いた。島民は、留学生らの身元引受人になり、「島親」として見守り始めた。

こうした取り組みをインターネットなどで知り、島外からの志願者が増加。同高の生徒数は１０年度に３４人に持ち直し、１１年度は大阪、兵庫、広島などからの１３人を含む４０人に増えた。今春はさらに志願者増を見込み、２学級に増やす。入学願書の受け付けは２月３日まで。

文科省などによると、離島の多くで生徒数減から公立高の統廃合が進んでいる。広島県・大崎上島（大崎上島町）では９８年、木江工業高と大崎高が大崎海星高に統合。山口県・周防大島（周防大島町）でも０７年、安下庄高と久賀高が統合し、周防大島高となった。

同省初等中等教育局は「離島で学級数が増えるのは異例。地域ぐるみの支援が学校の魅力を高めているのではないか」としている。

今日の午前中は、自動車運転免許の更新講習であった。

　朝９時半からの講習で、出社すると直ぐに講習会場に向かった。会場着９時２８分（時間ギリギリは小生の得意技）、受付を済ませ席の番号札を貰い、席に着くや否やビックリ仰天！！。

　講習の教官とおぼしき人がツカツカっと近づいて来た、その途端、オーと驚きの声を上げてしまった。教官とおぼしき人は、バカ、シッと云う感じで、そのまま教官席に付き、マイク片手に講習を開始した。

　何とその教官、小生の高校の同級生で、結構仲の良かったヤツであった。高校を卒業し府警に勤務したのは知っていたが、まさか、こんな形で再会するとは・・・奇遇と云うか縁と云うか、何か不思議なものを強く感じた。

　そう云えば、大分前にこのブログに投稿した記憶があるが、大阪の映画館で中学、高校と６年間席を同じくした同級生にバッタリ会った事があった、本当に世の中は広くて狭い、とつくづく思う。

　だって、日本海にポツリと浮かぶ隠岐の島からこの広い大阪に出て来ていて、バッタリ顔を合わせるなんて、不思議としか云いようが無い。縁と云うのはそんなものなのか？。

　出会いとか縁と云うものは、出来るだけ大切にしなければ・・・今日はつくづくそんな事を感じさせられた。

In the morning today, I had a course to renew my driver’s license.

As soon as I arrived at the office, I went to the training center for the 9:30am class. I arrived at the venue at 9:28 a.m. (just in time is my speciality), and as soon as I was given a numbered ticket for my seat, I was astonished!

The person who appears to be a training instructor approached me with a jerk, and as soon as he did, I let out a surprised cry of “Oh”. The guy who looked like an instructor said something stupid and got to the instructor’s seat and started the lecture with a microphone in his hand.

The instructor was a classmate of mine from my high school and we were pretty good friends. I knew that he had worked for the prefectural police after graduating from high school, but I never thought that we would meet again in such a way… I felt something strange strongly.

As I remembered in this blog a long time ago, I bumped into a classmate of mine at a movie theater in Osaka who had been sharing a seat with me for six years, and it made me realize how big and small the world really is.

I can’t help but say that it’s a wonder that we came to Osaka from the Oki Islands in the Sea of Japan and bumped into each other. Is that what karma is all about?

Today, I was made to feel that I should cherish encounters and fate as much as possible.

　何時もの事ながら、「関西総合調査業協会」の会報誌原稿をしたためたので、掲載前にブログに転載させて頂きます。立っている者は親でも使え、などと云う便利な言葉があった様に思うが、利用できるものは全て利用すると云うのが私の主義でして・・・あしからず。

　「新春放談」　　　　　　　　　　　　　

　新年明けましておめでとう御座います。昇り龍、辰年の新春、会員の皆様はどの様なお正月をお迎えでしたでしょうか・・・。

　私は、還暦を向かえ早や5年、御歳55歳。人生120年、還暦を折り返しとし、母のお腹に帰るまで後55年。今までの人生を振り返ると長い様で意外と短い。従って、これからは心身の健康に最大留意し、残り55年を「明るく　元気に　活き活きと　勇ましく」生きて行こうと、決意新たに新春のスタートをきりました。

ところが月半ばを過ぎ、何か変わったかと云えば・・・、あいも変わらず時間に追われ、何するで無くバタバタと無為な時を過ごしており、早や反省しきりであります。

ただ、今の調査業界に無為な時を過ごしている余裕は無く、業界人が一丸となって社会的認知を得られる内部改革を行わなければならない、と強く思わせられている所であります。と云うのが、昨年後半に新聞紙上で大きく報道された、調査業者による公文書や個人情報の不正入手問題であります。

私は予てから戸籍・住民票は、公開を原則としたものであり、「交付請求に対する役所の対応にこそ問題がある」と声を大にして来ました。実際に、戸籍法や住民基本台帳法は、人権、プライバシー、個人情報保護などの観点から何度か法改正が行われ、無制限な公開には一定制限が課されたものの、第三者でも、権利行使や義務を履行する為の交付請求は公に認められており、我ら調査業者も権利義務のある依頼者から委任を受ければ、交付申請は可能と解釈して居ります。

ところが業者の多くは、戸籍・住民票は如何なる理由があっても入手不可能と考え（そう思わせる対応を役所がしている事もあるが・・）、正面からの請求には消極的になっている様です。

ただ、被調査人と調査依頼者との関係は様々で、単に権利の行使、義務の履行と云っても思い方、考え方、立場によってその解釈は大きく異なり、役所の運用面でも温度差が相当にある様です。

例えば、結婚を前提にお付き合いしている一方の相手が、お付き合いの過程で相手に疑問を感じ、その疑問を解くために住民票や戸籍を確認する必要が生じたとする。

こうしたケースで、一方の相手（第三者）が役所に赴き戸籍、住民票の交付請求をした際に、権利の行使として交付を受けられるか否か？。云うまでもなく結婚は人生の一大事で、結婚を決めるには相当の決断と信頼関係を必要とするが、その信頼関係に疑問が生じたとすると、それをクリアーにしなければ事を決める訳には行かないでしょう。その為の住民票や戸籍の交付請求は当然の権利行使と考えるが、役所はどう判断するのでしょうか。よしんば結婚を前提とした相手方の交付請求は当然と認められたとしても、今度は結婚前提のお付き合いを役所にどう証明するかである。ただ単に仲良く手を繋いでいる写真では証明になるまいし、もう少し親密な関係をとなると、これもまた一寸・・・。婚約証明などと云われたら、これはこれで大変だし、だいたいは婚約する前に確認、調査の必要性が生じるものである。そんなこんなで、実際は結婚の為の相手確認は極めて難しいのが実情です。ところが、結婚の為の調査依頼は非常に多く、しかも、その依頼にお応えするには、被調査人の住民票や戸籍は必要不可欠とさえ云える。元々、住民票や戸籍の交付規制は部落差別をさせない為の一方策として取られたものである。今では、個人情報やプライバシー問題など、規制のための規制理由を列挙し、規制する事が人権擁護になっていると諸官庁は考えているようであるが、実は、戸籍、住民票の交付規制が人権侵害につながり、いかに多くの善良な市民が泣かされているか、などは役人は勿論、法改正に関わる知識人と云われる様な人は知る由も無さそうである。

差別調査は基本的人権の侵害であり、法的にも道徳的にもしては成らない事であり、特に大阪府下では条例でも規制されており、やれば罰を受けることになっている。従って、差別調査など実施する業者がいるはずも無いのに、何故に十年一日の如く「つながるおそれがある・・」等として、ここまで規制を強化しようとするのでしょうか。

しかし、今回の不正入手の事件は全く別次元の問題です。

我々が行う情報収集にはある意味ダーティーな部分を伴う事も有る。そのダーティーさは良く言えば調査力とも云え、何の特権も持たない調査業者が綺麗ごとのみでお客の依頼に応えようとするのには無理があり、法律スレレスの技法を使う事も有ろうと思うが、それでも情報収集に努めるのは「調査目的の正当性」がバックにあっての事である。

私達調査業者が絶対に犯してならないのは目的の正当性である。目的の正当性が故に、情報収集のダーティーさもある意味許されると、我田引水と云われるかも知れないが、そう考えている。ところが、今回の事件は、新聞報道によると「調査目的の正当性」は微塵も感じられず、ただ金の為だけに動いたとしか思えないものである。こんな反社会的な目的で、戸籍、住民票を入手し逮捕されたのでは弁護のしようもない。

役所の規制が厳しいから迂回入手をした、役所の対応が間違っているから止むを得ず行った等と云えるものではなく、過去の我々の主張が全て水泡に帰す、怒りをとおり越して情けなく成るほどの愚かな行為である。

私は、この仕事を幾ら叩かれ様と自負心を持って続けているのは、調査目的の正当性が背景に有るが故の事なのです。

会員の皆様もこのことだけは肝に命じて、仕事に邁進して欲しく思います。

“New Year’s talk.

I wish you a Happy New Year. The New Year of the rising dragon and the year of the dragon, what kind of New Year was greeted by the members?

I have been turning 60 years old for five years now, at the age of 55. It’s 120 years of my life, I’m approaching my 60th birthday, and I have 55 years left until I return to my mother’s bed. When I look back on my life so far, it seems long and surprisingly short. Therefore, I started the New Year with a renewed determination to live “brightly, vigorously, and bravely” for the remaining 55 years of my life, paying maximum attention to my mental and physical health.

However, the middle of the month has passed, and if I had to say that something has changed, it would be that… I’m still caught up in time as usual, and I’m spending my time doing nothing.

However, the current research industry cannot afford to spend time in idleness, and I feel strongly that the people in the industry must work together to implement internal reforms to gain social recognition. In the latter half of last year, the problem of illegal acquisition of official documents and personal information by investigative agencies was reported in the newspapers.

I have been voicing loudly that the principle of disclosing family registers and certificates of residence is to make them public, and that the problem lies in the way the government offices respond to requests for issuance of such registers. In fact, the Family Registration Act and the Basic Resident Registration Act have been amended several times from the perspective of human rights, privacy, and personal information protection, and certain restrictions have been imposed on unrestricted disclosure.

However, a lot of contractors seem to have become reluctant to think that a family register and a certificate of residence are impossible to obtain even if there is any reason (although there is a thing that the government office is doing the correspondence to make it think so) and to claim from the front.

However, the relationship between an investigator and a client varies, and even if it is simply a matter of exercising a right or fulfilling an obligation, the interpretation varies greatly depending on the way of thinking, the way of thinking, and the position.

For example, suppose one of you is in a relationship on the premise of marriage, and during the course of the relationship you have some doubts about the other person, and in order to answer those doubts, you need to check your residence certificate or family register.

In such a case, when one party (a third party) goes to the government office to request the issuance of a family register or certificate of residence, is it possible to receive the certificate as an exercise of the right or not? If you have any doubts about that trust, you have to clear them up before you can make a decision. In order to do so, the request for the issuance of a certificate of residence or family register is considered a natural exercise of the right, but how will the government office judge? Even if the other party’s request for a marriage certificate is accepted as a matter of course, the question now becomes how to prove to the authorities that the relationship is based on marriage. Just a photo of them holding hands with each other will not prove it, and when it comes to a more intimate relationship, it’s also a bit… If you are asked to provide proof of your engagement, it is very difficult to do so, and it is usually necessary to check and investigate before getting engaged. As a result, it is actually extremely difficult to confirm a marriage partner. However, the number of requests for marriage investigations is extremely high, and in order to respond to these requests, it is essential to have a certificate of residence or family register of the person being investigated. Originally, the restriction on the issuance of residence cards and family registers was taken as a measure to prevent discrimination against Burakumin. Nowadays, government agencies seem to think that enumerating the reasons for the regulations, such as personal information and privacy issues, and regulating them for the purpose of regulation is to protect human rights, but in fact, it seems that no one knows how many good citizens are crying because the regulations on the issuance of family registers and residency cards lead to human rights violations.

Discrimination investigations are a violation of basic human rights and are not legally or morally acceptable. Especially in Osaka Prefecture, they are regulated by ordinances and are punishable by law. Therefore, why do they try to tighten the regulations to such an extent, claiming that “there is a possibility of connection” as if it were a decade and a day ago, when there is no agency to conduct discrimination investigations?

However, this case of illicit acquisition is a completely different matter.

The information gathering we do is sometimes accompanied by a dirty part in a sense. It’s not easy for a researcher who has no privilege to respond to a client’s request only with a clean bill of health, and may use the technique of legal threadlessness.

The one thing we investigators must never commit is the legitimacy of our purpose. It might be said that it is acceptable to be dirty in information gathering because of the legitimacy of the purpose, but I think so. In this case, however, according to newspaper reports, there is not the slightest hint of “legitimacy of the purpose of the investigation,” and it seems to me that they were only working for the sake of money. He has no defense if he was arrested after obtaining his family register and residence certificate for such an anti-social purpose.

We can’t say that we got a roundabout ticket because the government’s regulations were strict, or that we had no choice but to do so because the government’s response was wrong.

The reason I continue to do this work with a sense of pride, no matter how many knocks I get, is that the legitimacy of the purpose of the investigation is in the background.

I hope that all members will keep this in mind as they move forward with their work.

　昨日、近畿島根経済倶楽部の新年互礼会が中之島のリーガロイヤルホテルで開催された。

　当倶楽部は、近畿地区に在住する島根県出身の経済人で組織され、会員相互の啓発と親睦を図ることを目的とした会である。縁あって昨年、小生にも是非入会せよとのご下命があり、入会したもので、当倶楽部ではホカホカの一年生である。メンバーの中には県人会等を通じ顔見知りの人も何人かはいるが、初の参加であり、緊張しながらの出席であった。

　新年互礼会に先立ち、1時間半の講演会があり、その後2時間が新年互礼会の予定であった。

　新年互礼会は県知事を始め会長さんや島根県へ進出している企業の社長さん及び県の商工部長さんなど、偉いさんの話があり、その後、宴となり、それはそれでけっこう楽しいものであったが、それより何より、先立って行われた講演会がとても楽しいものであった。

　演題は「不良長寿」、不老長寿でなく不良長寿とあり、もしかして書き間違いか、と思ったが、さにあらず「不良長寿」の話しであった。講師は松江市玉湯町ご出身の順天堂大学教授の奥村　康先生。専門は免疫学で、知る人ぞ知る超有名な先生で、テレビにも度々出ているとの事であるが、小生ははじめて聞くお名前であった。御歳７０才くらいか？。飄々として演題に立つやいなやボソボソと何か喋りだす。カツレツは余り良くなく、アナウンサーの様な名調子とは程遠い喋り方で、これで1時間半は少ししんどいかな・・等と当初思っていた。でも、４?50名の集まりであり、寝るわけにもいくまい等と・・。ところがところが、話しが進むに従い、目が点になると云うか耳が点になると云うか、先生は表情一つ変えず、相変わらずボソボソと喋っているが、話しの内容たるや非常に興味深く高度なもので、しかも切り口が斬新で的を得ており、その上、落語を聞いている様なユーモアーがあり、それはそれは楽しい講演であった。大学の学者先生にもこんな面白い楽しい先生が居るのかと驚いた・・・。

　先般、ある先生から「癌の特効薬は開発済み」と云う本を紹介され、早速購入して読んでみたが、さも有りなんと思える内容であったが、奥村先生のお話も、その本に似たようなところがあり、医学会と製薬会社の儲けの為に、患者が幾らでも作られていく、おもしろい構造になっているのが見え隠れするものであった。

　総じて小生の理解では、健康のバロメータのような血液検査の数値など余り気にせず、できるだけストレスを溜めず発散させ、気を充実させて明るく活き活きと生活することが何よりの健康法で、医者が怒る不良人間が長寿の秘訣と心得たほうが良いのかもしれない。そんな事を強く感じさせられたとてもとても楽しい講演会と互礼会であった。

The New Year’s Reciprocal Party of Kinki Shimane Economic Club was held at Rihga Royal Hotel in Nakanoshima yesterday.

The club is organized by businessmen from Shimane Prefecture living in the Kinki area, with the aim of promoting mutual enlightenment and friendship among its members. Last year, I was asked to join the club by all means, and I joined the club. Some of the members were acquainted with each other through the prefectural association, but this was their first time attending and they were nervous.

The New Year’s Reciprocal Meeting was preceded by a one-and-a-half hour lecture, followed by two hours scheduled for the New Year’s Reciprocal Meeting.

In the new year’s reciprocal party, the governor and chairman of the prefectural government, the presidents of companies that have advanced into Shimane Prefecture, and the prefectural directors of commerce and industry, etc., gave talks, and afterwards there was a party, which was quite enjoyable, but more than anything else, the lecture held earlier was very enjoyable.

The title of the lecture was “Bad longevity”, which I thought it was a mistake to write “bad longevity”, not “immortal longevity”, but no, it was “bad longevity”. The lecturer was Dr. Yasushi Okumura, a professor at Juntendo University who is from Tamayu-cho, Matsue City. His specialty is immunology, and he is a very famous doctor who is well known to those who know him, and he has appeared on television frequently. He’s about 70 years old? As soon as he stood up for his talk, he began to whisper something in a whisper. The cutlets were not very good, and the tone was far from that of an announcer, so I thought it would be a bit tiring for an hour and a half at first. But it’s a group of 4-50 people, and they can’t afford to sleep… However, as the lecture progressed, he did not change his expression and spoke in a whisper, but the content of the lecture was very interesting and advanced. I was surprised to find such an interesting and fun teacher in a university….

The other day, Dr. Okumura introduced a book called “A special drug for cancer has already been developed” and I bought it and read it immediately.

In general, my understanding is that the best way to be healthy is to live an energetic and cheerful life with as little stress as possible and as much energy as possible without worrying too much about blood test results, which are a barometer of health. It was a very enjoyable lecture and reciprocal meeting that made me feel this strongly.
