出張

明日、明後日と今週末は東京出張である。

　私は調査と云う仕事柄、若い頃から出張は慣れており、西日本に関しては行った事の無い市町村が無いくらいに、彼方此方出張していた。従って、汽車や電車に乗ることはいっこうに苦にならず、寧ろ、好きな本を読みながら、ノンビリとシートに身をゆだね、本に飽きれば外を眺め、移り行く景色をボーと眺める。そんなひと時が持てる出張が大好きであった。

　ところが何故か、１年ほど前から出張が苦に成り出した。何となく疲れるのである。昔の汽車と違い、乗り心地は良くなっているし、シートもゆったりしている。ただ、そのシートに身をゆだね、歩くわけでも走る訳でも無いのに、何となく疲れるのである。身体が新幹線のスピードについて行けなく成ったのかな・・・？などと考えているが、歳を重ねると、今まで思ってもみなかった事が色々ある。

　知らなかったこと、思いもしなかったことを知るのだから、それを楽しめば良いのだが、ついついボヤいてしまう。それではダメだ、そうだ、何事も自然体で受け入れ、そのひと時ひと時を楽しむことに努めよう。

Unlike the old trains, the ride is much more comfortable and the seats are more spacious. However, even though I am not walking or running, I feel somehow tired, even though I am sinking into the seat. My body can’t keep up with the speed of the bullet train, can it? But as I get older, there are many things that I never thought of before.

We learn things we didn’t know and hadn’t thought of, so we can enjoy them, but we’re always in a blur. That’s not good. Yes, let’s accept everything in a natural way and try to enjoy every moment of it.

文化の違い

　小生のブログを時々覗いてくれている奇特な友人が居る。
その友人と数日前に会った時のこと。彼曰く、「震災の事だけど・・・外国メディアは、
日本人の忍耐と秩序に驚嘆の声を上げているみたいだね・・・」、「そうみたいだね・・・」、「この前、
読んだんだけど、日本人が当たり前くらいに思っている事が、外人の目には、大変な事に思えるみたいだよ・・。お前もブログ書くんだったら、
そんな少し高尚なことでも書いたら・・・」との厳しいご忠告を受けた。

　なるほど、もっともだと思う。しかし、それも素養の問題。
余り高尚な事に首を突っ込むと、小生など直ぐにメッキが剥げてしまう。ところが、友とは有り難いもの。数日後に、その本を持って来てくれた。

　別冊宝島編集部　編の「世界が感嘆する日本人」
と題した本である。早速、睡魔と闘いながら、読んでみた。驚いたね・・・、外国メディアは何でこんな事で驚き、感心するかと？。

　アジア、ＥＵ、アメリカの何れのメディアも、未曾有の大震災に圧倒されながら、
日本人の秩序正しさと忍耐力に驚嘆し、真の先進国を観た・・・、日本は間違いなく復興するし、我々は日本の小市民に学ぶべき事が多々ある、
的な事を世界中のメディアが報じているのである。例えば、被災した外国人を、被災した日本人が援助する行為とか、
給水や食料配布に並ぶ被災者の列に、割り込みが無いこと。渋滞中の車がクラクションを鳴らさないこと、暴行や略奪が無いこと、
物価の急騰が無かったこと、等々。

　日本人の感覚だと、そんなに驚く様な事なのかな？、別に普通では？。
少なくともニュースで流すほどの珍しいことでは無いのでは、と思う。ところが、その本によると、アジア、アメリカ、ＥＵ各国に於いては、
驚嘆に値する出来事の様である。

　そういえば、江戸末期から明治初期にかけ、来日した外国人が、
日本人の礼節を重んじる姿勢に脅威したとの話を聞いた事があるが、元々日本人はそうであって、驚くべき事でもなければ何でもない。ただ単に、
それが日本の文化なのだ。

　「災い転じて福となす」では無いが、これを機に、
日本はもっともっと日本の文化に誇りを持ち、外人コンプレックスから脱却し、堂々と自己主張する外交に転じて貰いたいものだ。
奥ゆかしく控えめ、黙して語るが日本の文化と言えば、それはそうだが、文化の違いを文化の違いだけで片付けてはいけない様にも思う。

　話はコロッと変わるが、先般、
立川志の輔の落語を聴いた。出し物は「中村仲蔵」。
凄いの一言に尽きる！！。上方落語とは一味も二味も違い、話に引き込まれるとはこのこと。これからは、志の輔師匠が関西に来れば、
絶対に聞き逃さないぞ・・・、そんな決意をさせられるほど感動した。同時に、
談志の高座を生で聴きたかったなー　とつくづく思った。これぞ正しく日本の文化。

I’m not going to miss it…I was so impressed that it made me decide to do so. At the same time.
I really wanted to hear Danci’s daisy live, I thought. This is the correct Japanese culture.

会長日記2012/05/22

近畿国賀会第４７回総会

昨日５月２０日、近畿国賀会第４７回総会が開催された。

近畿在住の西ノ島（隠岐島）出身者が、年に１度集う親睦会である。小生に取っては、昔なじみの同郷の氏と、飲み且つ歌い、
語らうのは何よりの楽しみであるが、　こうした集まりも、時代のすう勢なのか、最近の若者には余り人気が無く、
参加者の平均年齢は優に６０歳を超えている。

何とか、もう少し若い人にと思うが、それも気持は有れど身体が動かずで、毎年掛け声だけで終わっている。従って、今年の集まりも、
小生など未だ若手で通る。しかし、それはそれでまた結構。これが田舎に帰れば、超若手の部類に属するのだから、未だ捨てたものではない。

と云う事で、懇親会の写真を掲載しようと思ったが、どうも美人の被写体に手許が狂ったのか、上手く撮れて無く残念。
従って、今回は貴方の想像を映像化して観て下さいネ・・・・。

The 47th general meeting of the Kinki Kokaga Kai was held yesterday, May 20.

This is a friendship meeting where people from Nishinojima (Oki Island) who live in the Kinki region get together once a year. As for me, I drank and sang with an old friend from my hometown.
It is a great pleasure to talk about it, but these gatherings are not so popular among young people these days, perhaps because of the trend of the times.
The average age of the participants is well over 60 years old.

I’d like to see someone a little younger, but I can’t move my body despite my desire to do so, and I end up just shouting every year. Hence, this year’s gathering.
I, for example, am still young and pass through. But then again, that’s fine. When they return to the countryside, they are in the super young category, so it’s not something they’ve thrown away yet.

So, I wanted to post the photos of the party, but I couldn’t take a good picture because of a beautiful subject.

総会

五月六月は総会が目白押し。ご多分にもれず、私の周りも総会、総会で大忙しと云った感じで、明日・明後日も東京で総会。先週は、自ら主催する協会の総会が行われたが、無事終了。ホッと一安心と云うところではあるが、あすの総会も内々ではあるが議長を仰せつかっており、そんなに暢気にはしておれない。

　大体はシャンシャン総会であり、決算、予算、役員改選など、ただ承認を得る為の儀礼的なものに過ぎないケースが大半であるが、会長とか議長とかとなると、それなりに緊張がある。

　何時も、理事会で顔を合わせ、夜は盃片手に談笑しているメンバーの集まりであっても、総会となるとやはり違う。どんな質問でもキチッと返答をしなければならず、しかも、ひと言ひと言が議事録に残るのだから、余り軽はずみな事も云えないし、緊急動議でも出ようものなら、大変である。そう云う意味では、幾ら準備万端整えていても、総会の場は、緊張するものである。

　特に明日は、全国の業界団体の総会である。最近マスコミでも取り上げられた業界不祥事が２・３あり、団体の指導云々を追及されないとも限らない。また、他団体ではあるが、トップに近い人が警察沙汰になっている事もあり、社会的地位の向上を第一目標にスクラムを組んでいる業界団体としては、これ以上の痛手は無い。

　個人的には、業界団体の全国一本化を標榜しており、業界人が業界人を誹謗中傷する悪癖を払拭し、行政と全うに話しのできる強い業界をバックに、業界活動を展開したいと望んで来たが、今回の不祥事で、その夢の実現は少し遠退いた感じである。

　ただ、何でもそうであるが、悪いことばかりが続く訳がない。悪い事、マイナスな事があば、良い事、プラスの事が必ずある。

人は何故この世に産まれて来たのか？。それは、「宇宙の進化向上に寄与する為」（中村天風）　　

以下は自説ですが、天風先生の悟りを学んでいて、自分なりに考えた事です。

人はこの世に生まれた目的は、「宇宙の進化向上」。その為に人には喜びが与えられている。人は自分の喜び、幸せを求めて努力する。その努力が、自然と進化向上につながって行く。

　単純に、人が喜びを覚えるのは、今ままで出来なかった事が出来たとき、知らなかった事を知ったとき、望んでいた事が叶ったとき、得れなかったものが得られたとき、そんな時では無いでしょうか？。そして、人はその為に働きもし、努力するのでは無いでしょうか。

　そして、この世は公平に出来ている。だから、努力すれば努力しただけの報いは必ず約束されている。その事を信じて努力すれば、結果はおのずとついて来る。

　故に、悪いことがあれば、必ず、良い事があるのです。だって、人は喜びを求めて生きているのだから・・・・。

なんか、難しいような、当たり前の事を書きましたが、たまにはこんな話しもいいのでは・・・。

In this sense, no matter how well prepared you are, you will always be nervous at a general meeting.

In particular, tomorrow is a general meeting of national trade associations. There have been a couple of scandals in the industry that have recently been covered in the media, and there is no guarantee that they will not be followed up on, say, the leadership of the organization. In addition, although it is another organization, a person close to the top has been arrested by the police, and as an industry organization that is scrambling to improve its social status as a primary goal, there is nothing more painful than this.

Personally, I have been advocating the unification of industry associations across the country, hoping to get rid of the bad habit of industry members to slander industry members, and to develop industry activities backed by a strong industry that is able to talk to the government fully.

However, as with anything, bad things can’t go on forever. If there are bad things and negative things, there will always be good things and positive things.

Why was man born into the world? It is “to contribute to the improvement of the evolution of the universe.” (Tenpou Nakamura)

The following is my own theory, but it’s what I’ve thought in my own way as I’ve been studying Master Amikaze’s enlightenment.

The purpose for which man was born into this world is to “improve the evolution of the universe”. It is for this reason that people are given joy. People strive for their own pleasure and happiness. This effort will naturally lead to improved evolution.

Isn’t it simply that people feel joy when they are able to do what they couldn’t do as they are, when they learn something they didn’t know, when they get what they wanted, when they get what they couldn’t get? And isn’t that what people work for and work hard for?

And the world is made fair. So, if you put in the effort, you are always promised a reward for your efforts. If you believe in it and work hard, the results will follow you.

Therefore, if there is a bad thing, there is always a good thing. Because people are living for joy…..

I’ve written something difficult and obvious, but it’s good to talk about something like this once in a while…

詐欺師と個人情報

大型連休の中日、今日は５月２日。思い切って９連休にしている企業も多くあると思うが、弊社の様な零細企業はそうも行かない。

　クライアントはメイカーから小売業まで千差万別で、日祭日関係なしと云う会社もあり、９連休など考える余地もない。従って今日は出勤日。ただ、通勤電車は何時もの賑わいはなく、平常の３分の２位で何となく休みムードが漂っていた。

　そんな中で仕事に勤しんでいたら、知人のおじいさんが突然尋ねて来た。このおじいさん、昔、業界紙を発行していた人で、中々のインテリである。その上、一寸国士的な要素もあり、一家言持っている。従って、お話しを聞くだけで面白い。流石に今では昔語りが多くなっているが、それはそれで面白い。

　今日はひょんな事から詐欺師の話になった。「詐欺師と云うのは、自分が自分を騙し、自分が詐欺師である事を忘れ、一生懸命に詐欺の仕事をする。それは見事と云うか凄いよネ・・・、しかも、詐欺師は凄く頭が良い。従って、自分が人を騙し、少々のお金にするのは許される事だと思っているみたいだね。」、「だいたい詐欺師と云うのは、詐欺がバレて逮捕されても反省する事は先ず無い。失敗したと反省しても、詐欺行為を反省する様な事は１００％ない・・・」、「確かにそうだよね・・・、ところで詐欺を見抜く方法をご存知ですか・・・」「よくは判らないが、難しいね。先ずその時は判らない。騙されて初めて気がつくくらいで、見抜くのは難しい・・・」。こんな話しに花が咲き、１時間以上盛り上がった。

　実は弊社の様な調査業は、実は詐欺を見つけ出すのが主な仕事なのです。ただ、詐欺罪は、詐欺を働こうとして詐欺を働いた場合に詐欺になるのであって、詐欺をしようと思っていた訳ではないが、結果的に詐欺的行為と取られても仕方ない結果に至った等と云うのは詐欺罪は成立しない。

　例えば、某企業に就職したいが為に、学歴や職歴を誤魔化し、面接でも嘘八百を並べ就職できたとする。これは詐欺か詐欺でないのか？。

　経歴を誤魔化し、嘘をついて就職したのだから詐欺行為ではあるのは間違いない。但し、詐欺罪が適用されるかは疑問。本人は詐欺を働こうなどとは思って無く、ただ就職したい一心で誤魔化しただけで、罪の意識など殆どない。

　商売の計画段階で、資金集めの為に、将来の夢をとうとうと語り、実現間違いなしくらいの事を云う人は五萬と居る。その話しに乗り、なけなしの金を出し、結果的に取られただけで終わった、等という話しも五萬とある。これも、結果的に騙しになったと云うだけで、本人が騙す気は無かったと云えばそれまでのこと。

　従って、本当の詐欺師は、詐欺をしようとして詐欺を働くのでは無く、本人自身が自分を誤魔化し、妄想を膨らませ、その妄想を信じて、周囲の人を巻き込んで行くのである。

　ただ、詐欺師は自分の出生や親兄弟の事など、所謂、戸籍事項は下隠しにするか、嘘をつき、自己の経歴がバレないようにしている。従って、商売の話しでも、金の貸し借りの話しでも、求職者に関しても、結婚に関しても、疑問が生じたら、その人の戸籍事項及び履歴を確認すれば大半の事は判る。

　ところが、最近は、個人情報保護の名のもとに、戸籍も住民票も、履歴確認も出来なくなっている。所謂、詐欺行為を出来るだけ見抜けない様に、国が法律や行政指導で援助し、詐欺行為を保護する施策を次々と打ち出している。

　この事は、我ら調査業者で無ければ判らない。普通の人は自分の情報はできるだけ保護して貰いたいと考えている。だから、保護する施策をすると、それは良いことだと納得する。ところが、その為に自分が騙され大損をするなどとは考えもしない。

On top of that, he’s a bit of a nationalist and has a family name. Therefore, it is interesting to just listen to the story. There are many old stories nowadays, but it’s interesting in its own way.

Today, in a stroke of fate, we’re talking about a con artist. He is a fraud, he cheats himself, he forgets that he is a fraud, and he works hard to cheat. It’s amazing, it’s amazing…and the scammer is very smart. Therefore, you seem to think that it’s acceptable for you to fool people into making a little money. He said, “Most of the time, fraudsters don’t feel sorry when they are arrested after being caught. It’s a good idea to be able to have a great deal more than just a small number of people in your area. First of all, I don’t know at the time. It’s so hard to see through it that you don’t even realize it until you’ve been tricked…. This kind of talk bloomed and we had a great time for over an hour.

In fact, the main job of an investigative business like ours is actually to find scams. However, a person is guilty of fraud if he or she committed a fraud with the intention of committing a fraud, and he or she did not intend to commit a fraud, but as a result, the person is not guilty of fraud if he or she acted in a fraudulent manner.

For example, if you want to get a job at a certain company, you falsify your academic and work experience, and even at the interview, you are able to get a job with a bunch of lies. Is this a scam or not a scam?

He falsified his background and lied to get a job, so there is no doubt that it was a fraud. However, it is questionable whether the fraud charge applies. He didn’t want to commit fraud, he just wanted to get a job, so he was just deceiving himself, and he hardly feels guilty.

There are fifty thousand people who, in the planning stage of their business, talk about their future dreams in order to raise money, and say things that are sure to come true. There are also fifty thousand stories of people who took advantage of the story, paid nothing, and ended up getting nothing but money. In this case, it is only a result of the fact that he was deceived, and it is only a matter of saying that he did not intend to be deceived.

Therefore, a real fraudster does not commit fraud in order to commit fraud, but rather, he or she deceives himself or herself, inflates his or her delusions, believes those delusions, and involves those around him or her in the process.

However, the scammer either hides or lies about his or her birth and siblings’ so-called family registration information in order to keep his or her background from being revealed. Therefore, when there is a question about a business, a loan or a loan of money, a job seeker, or a marriage, most things can be understood by checking the family register and history of the person.

Recently, however, in the name of protecting personal information, it is no longer possible to check the family register, residence certificate, or history. In order to prevent fraudulent activities from being detected as much as possible, the government has come up with a series of measures to protect fraudulent activities by providing assistance through laws and administrative guidance.

Only we, the investigators, would know about this. Normal people want their information to be as protected as possible. So when you have measures to protect, you are convinced that it is a good thing. However, I would never think that I would be cheated and lose a lot of money because of it.
