桜散る、、業界を憂いて
早や週末、今週１週間は毎朝一つ手前の「天満橋」駅で下車し、大川端の桜並木を楽しみながら出勤した。実に爽快な気分であった。来週は造幣局の通り抜けが楽しみ・・。若い頃は余り桜に惹かれる事は無かったが、５０歳を過ぎた頃からえらく気になり始めた。動物、植物､石物、と云うことなのか・・。それにしても今年の桜は見事であった。
昨日は小生が会長を務める「関西総合調査業協会」の理事会があった。議題は、平成１７年度の事業計画及び予算編成が主であったが、本当の所は調査業法と業界情勢及び個人情報保護法施行に伴う調査への影響など。多種多様な意見が出たが、大筋では、どんな業法であろうと業界自身が小異をすて大道につかない限り、今のままでは調査業界の未来は無い・・と云う事であった。
この調査業界の中に協会らしきものが出来たのは昭和５０年代はじめ。それまではこの業界で協会などは考えられる事も無かった。それが地名総監事件など業界に対する風当たりが一方的に強まる中で自然発生的に協会が発足していった。しかし、個性豊かな人が多い独特の業界だけに、その活動は非常に難しく、全国団体、地方団体共に何回と無く離合集散を繰り返してきた。中でもここ２?３年の動きは激しく、今が最も纏まりのないややこしい状況に陥っている。そんな状況下での業法云々である。今こそ、業界人が真に力を合わせ、主張すべきを主張し、自粛すべきを自粛し、大道について自らの職業を健全化して行かなければ成らないと思う。
日本で、興信所、探偵社と云えば、何処となく胡散臭さを感じる人が多いのではないか・・。アメリカやヨーロッパの調査業界と日本とでは雲泥の差がある。歴史の違いや法整備の問題等が大きく影響していると思われるが、一番の違いは、日本にはエセ興信所、エセ探偵社が非常に多いと言うことだ。社会的認知の低さに起因しているかも知れないが、依頼者の為に調査をするのではなく、依頼者をいかに騙して金にするかを考えている業者が少なくない。そして、これら悪徳業者が結構派手な宣伝をし、力を蓄えているゆゆしき状況にあるというのも事実である。
少なくとも正直者が馬鹿を見るような業界で有ってはならない。そのためには心ある業者が一致団結して業界の有るべき姿を考え業法の研究に取り組まなければ成らないと考えている。できる事でしたら業界人は勿論、多方面の方のご意見を賜れればと思います・・。

Yesterday, there was a board meeting of the Kansai Association of Surveyors, of which I am the chairman. The agenda was mainly the business plan and the budget composition of the fiscal year 2005, but the real place is the investigation industry situation and the investigation influence accompanying the enforcement of the investigation industry law and the personal information protection law, etc. A wide variety of opinions were expressed, but the general consensus was that there is no future for the survey industry as it is now, unless the industry itself does something small and different and takes the big road, no matter what the law is.
It was in the early 50’s that a kind of association was established in the survey industry. Until then, an association was unthinkable in this industry. The association was established spontaneously in the midst of unilateral criticism of the industry, such as the case of the Chief Commissioner of Place Names. However, because of the unique industry with many unique personalities, it is very difficult to carry out such activities, and both national and local organizations have repeatedly split up and split up. The last couple of years have been intense, and now is the most chaotic and confusing time of the year. This is the business law under such circumstances. Now is the time for people in the industry to truly join forces, assert what they should be asserting, refrain from what they should be refraining from, and make their profession sound on the Great Dao.
In Japan, there are many people who feel that there is something shady about the word “detective agency”. There is a huge difference between the research industry in the US and Europe and Japan. The biggest difference is that there are a lot of fake credit agencies and fake detective agencies in Japan, although historical differences and legal issues may have a big impact. This may be due to a lack of social recognition, but there are many companies that do not do research for their clients, but instead think about how to cheat them into making money. And it is also true that these unscrupulous companies are in a difficult situation where they have a lot of power and have a lot of flashy advertisements.
At the very least, it should not be an industry that makes honest people look foolish. In order to achieve this, we believe that we need to work together to study the laws and regulations of the industry to find out what the industry should be like. If it is possible, I would like to give the opinion of a person in the industry, of course, from many quarters.
