会長日記2009/07/13

近畿国賀会

昨日は近畿国賀会(小生の出身地、日本海に浮かぶ風光明媚な島、隠岐島の一部、
西ノ島町の出郷者の会)の第44回総会が肥後橋の「徐園」で開催された。
元々は5月24日の開催予定で準備万端整えていたが、例の新型インフルエンザの関係で止むを得ず7月に延期したものである。
それでもあり難いことに、元々の出席予定者の大半に出席頂く事ができ、130名強の賑やかな会合となった。

郷里からは町長、町議会議長、区長会会長ほか町の重鎮の方々の多くが遠路駆けつけて下さり、郷里の様子を詳細に聞くことができ、又、
気のおけない幼馴染との久方ぶりの顔合わせなど、日頃は味わう事の出来ない独特の雰囲気の中で、楽しい一日を過ごすことが出来た。

ご出席頂いた皆様本当に有難う御座いました。このブログをかり厚く御礼申し上げます。

と言うのが、郷里の代表者の挨拶の中で、突然この日記(ブログ)の文面が紹介された。以前に
帰省」と題して書いたブログの一部であったが、まさにビックリ・クリクリ(司会はビックリ・
クリクリの吉本興業の浜根タカシ)。まさか郷里にもこのブログを見てくれている人が居るとは・・・。考えてみればパソコンの世界のこと、
遠いも近いも関係なく、環境さえ整えば何所でも誰でも見れるのがこの世界であり、何も驚くことではないが、
今更ながら公開されていると云う事を思い知らされた。と同時に、自分が思っているよりも、もう少し読んでくれてる人が多いのかも、
と嬉しくもなり、もう少し頻繁に更新しなければ、と反省もさせられた。

この後、国賀会の懇親会風景の楽しい写真を載せようと思ったが、何故か上手く撮れていない。
どうも小生のデジカメも親に似て酒に弱く、仕事する前に酔いが廻っていたようである、トホホ・・・。

 

Yesterday was the Kinki national congratulatory meeting (my hometown, a part of Oki Island, a scenic island in the Sea of Japan, a part of Oki Island).
The 44th general meeting of the Nishinoshima Dekisha Association was held at Xu Yuan in Higo Bridge.
It was originally scheduled to be held on May 24, but it was postponed to July due to the swine flu.
Nevertheless, we were very fortunate to have most of the original participants, with more than 130 people attending the meeting.

From my hometown, the mayor, the chairman of the town council, the president of the ward council, and many other important people from my hometown came from all over the country to hear about my hometown in detail.
I was able to spend a fun day in the unique atmosphere that I can’t usually taste, such as meeting with my childhood friend who I haven’t been able to get along with in a long time.

Thank you very much to everyone who attended. I would like to thank you for this blog.

In the greeting of the representative of my hometown, the text of this diary (blog) was suddenly introduced. Previously.
It was part of a blog I wrote under the title of “Returning Home,” and it was exactly what I wanted it to be.
(Takashi Hamane of Kuri’s Yoshimoto Kogyo). I never thought there would be people in my hometown who read this blog… Come to think of it, the computer world.
It’s not surprising that this world can be seen by anyone, anywhere, as long as the environment is right, regardless of whether it’s far away or near.
I was reminded of the fact that it was open to the public at this late stage. At the same time, maybe there are a few more people who read it than I think.
It also made me reflect on the fact that I have to update this site more often.

I was going to post the fun photos of the Kokaga party after this, but for some reason I couldn’t take them well.
My digital camera is also weak to alcohol like my parents, and it seems that my drunkenness was turned around before I worked, so-so….

苦情相談

先週6月30日、所属する船場ロータリーの幹事の大役が終わった。肩の荷がおりたとはこの事か・・と云う感じ。
特に何をしたと云うのでなく、特に気を使っていた訳でもないが、しかし終わって見ればホッとする。
プレッシャーとかストレスと言う言葉をよく聞くが、今ひとつ自覚がなかった。ところがこのホッとした感じで、
それなりにプレシャーやストレスがあったのだな・・と改めて自覚した。

そんなこんなで7月1日・2日とロータリーの仲間が「幹事、ご苦労さんでした・・」と言う事で、
東北へ1泊2日のゴルフ旅行を企画してくれた。表蔵王と東蔵王と言う何れも中々の名門コース。
関西の山岳コースをメインにしている小生にとっては、久々にノビノビとした雄大なコースで好きなゴルフを楽しむことが出来た。
スコアーもそれなりで1年間ジックリと溜め込んでいたストレスを十二分に発散することができた。

で、今週月曜はロータリーの新年度初例会。夜の例会であったが幹事を終えて余りにホッとした為か、コロっと忘れていた。
気がついたのが例会開始の30分後、慌てて例会場に駆けつけ何とか懇親会には間に合ったが、気が抜けるとこう云う事になると云う事を、
強く自覚させられた。

ただこれは前置きで、今日云いたかったのはこんな事ではなく、実は調査の苦情相談についてである。

2年前の平成19年6月、消費者(依頼者)保護を目的とした探偵業法が施行された。
その為かどうか判らないが、最近、調査業に関する苦情相談が増えているように思う。
小生が会長を務める関西総合調査業協会にも何かと消費者からの相談が増えている。
相談内容は様々であるが基本は苦情相談。中でも多いのが料金と調査結果に対する不満である。しかし、
こうした苦情相談に応じるのは非常に難しく、軽々に判断できるものはない。
消費者の相談窓口としては全国に消費者センターが設けられ、プロの相談員が相談に応じているが、
調査業に関する相談は対応に苦慮するようで、全国の消費者センターが業界の苦情相談窓口に振ってくるケースが多くある。

苦情相談の一例であるが、夫の素行調査を妻が依頼。所謂、
浮気調査の依頼である。この場合、大半は夫が浮気しているものと決め付けて、
浮気現場を確認して欲しいと云うのが一般的である。依頼の動機は「女の感」である。事実ではなく感である。ところが、
実際に浮気をしていればいいが、そうでないケースもある。いくら調査しても浮気の事実がつかめず、「何もなし」との調査結果を報告しても、
依頼者(妻)は納得しない。調査をキチッとしていないからだ・・、浮気現場の確認を頼んだのに、それが判らないではお金は払えない。
お金を返してほしい・・・などの相談である。

此処で問題になるのは、「浮気現場の確認」を条件に仕事を受けたのか、一日の行動確認を条件に仕事を受けたのかで相違するが、
依頼者は自分が思うような結果が出なければ調査が不十分と不満を持つ。一方、調査業者は、仕事を受けたいために、
出来もしないことをさも出来るかの如く臭わせて、より以上の期待を持たせて受注する事が多く、
そこらのズレがトラブルの元になっている様である。

The score was also reasonable and I was able to release the stress I had been accumulating for a year.

So, this Monday is the first meeting of the new Rotary year. It was a regular meeting in the evening, but because I was too relieved to finish the secretary, I forgot it by a flash.
I rushed to the meeting place in a hurry 30 minutes after the start of the regular meeting, but I managed to make it to the reception in time.
I was strongly reminded of this.

This is not what I wanted to talk about today, but actually about the complaint consultation of the investigation.

調査録2009/06/29

経歴詐称(履歴書詐称)

またまたたまげた求職者(応募者)。履歴書を見る限り文句のつけようがない。
一流大学卒で一部大手企業(業界NO1)に就職、営業職で勤め在職15年、平成21年3月自己都合で退職、とある。現在37歳、独身、
写真を見てもキリッとした顔立ちで職務経歴書の内容も中々のもの。

ところがどっこい。大学は間違いなく卒業しているが新卒で勤めたという15年の在職は全くのデタラメ。
実際は支店採用で平成19年から20年にかけ1年勤めただけ。しかも、過去に有印私文書偽造、同行使、
詐欺未遂
で起訴された事実がある事が判明。エッそんな事が判るの?と云われそうですが、実は判るのです。と云っても、
全てが判る訳ではない、判らないケースもある。判らないケースもあるが、そうした被調査人は何処かに問題点が出てくる。例えば、
今回のケースの様に経歴を詐称するとか性格や勤怠面での問題が指摘されるとか、何らかの不都合が生じてくるものです。

依頼人(依頼企業)は、この点を調べて欲しい・・と具体的事項を依頼するケースが多々あるが、人に関する調査
人事調査、人物調査)は非常に難しく、部分を観る為には全般を調べ、
必要に応じては交友関係など周辺の人もみなければ、指摘の部分が見えてこない場合も多く、
意外に時間と経費が掛かると云うのが人に関する調査である。かと言って、料金設定せずに受件する事もできず頭を悩ますのが常である。

ゴメン。こんな事を書こうと思っていた訳ではない。小生が本当に上記調査で言いたかったのは、
被調査人が勤めていた超大手企業のことである。支店採用とは云いながら職安紹介などではなく民間の有料職業紹介所を経て採用したものであり、
紹介手数料150万円内外を支払ってのものである事は容易に推測できる。
職業紹介所経由で求人企業にわたった履歴書や職務経歴書が如何なるものであったかは本調査では判明しなかったが、
多分嘘で固められた素晴らしい内容の物であったに違いない。この企業は、その事を知らずに採用し、特に問題を起こす事無く退職
(表面に出なかっただけで、実際は仕事など殆どしていなかったかも知れないが・・・)しており、不幸中の幸いと云うか、知らぬが仏と云うか、
幸いにも150万円内外の紹介手数料と1年間の人件費数百万円の損失で事なきを得たが、彼の人物が未だその企業に勤め、
日々営業に出ているとすればそら恐ろしい感じがする。

それでも採用時の調査(採用調査、雇用調査)はいけないの?。

サボテンの花

先週末は東京でNPO全国調査業協会連合会の定時総会があり、役目柄出席してきた。しかし、
東京でも先々週の関西総合調査業協会総会同様、参加者はサッパリ。同会場で総会の前に理事会があったが、
総会になっても理事会メンバーに数名の会員が増えた程度で、非常に寂しいものであった。その後の懇親会も、
話しはボヤキ中心で今ひとつ盛り上がらず、如何にも調査業界の今を如実に物語る風景であった。

翌土曜日は財団法人天風会の講師要請研修会が護国寺の天風会館であり、研修員として参加。
朝10時から午後4時半までみっちりと天風会講師になる為の心構えを聴講、朝一番に尾身理事長(元、財務大臣)の貴重なお話しを聞き、
勇気凛々。流石にここは天風会員の集まり、昨日の総会とは打って変わって、明るさ一杯であった。

気分よく新幹線で帰宅すると、妻でなく、妻が何年来丹精込めて育てているサボテンが私の帰りを待っていたかの如く咲き始めた。
サボテンの花は年に一度、24時間咲くだけである。誠に「花の命は短くて」であるが、それだけに見事な咲きっぷりである。
その上に香りが凄い・・・、ほのかと云うよりツンと鼻を突くほどの香りであるが決して嫌なものではない。

夜9時頃、今や遅しと小生の帰宅を待ちわびていたサボテン。開花に向け準備万端。

Last weekend, I attended the annual general meeting of the National Association of Surveyors of Japan in Tokyo, Japan, in my role. However.

The following Saturday, I attended a training session requested by the Tenpukai Foundation at the Tenpukai Hall in Gokokuji as a trainee.
From 10:00 am to 4:30 pm, I listened to a lecture on how to prepare myself to become a Tenpukai teacher, and first thing in the morning, I listened to a valuable lecture by Mr. Omi (former Minister of Finance).
Courageous. As expected, this place was full of the members of Amakusa, which was different from yesterday’s general meeting and full of cheerfulness.

When I returned home on the bullet train, the cactus that my wife, not my wife, had been cultivating for years had begun to bloom as if she had been waiting for my return.
The cactus flowers only bloom once a year, for 24 hours. The life of a flower is short, but that’s why it is in such a beautiful bloom.
It’s not a bad smell, but it’s not a bad one at all.

Around nine o’clock at night, the cactus was waiting for me to come home, now late. It is ready for flowering.

御侍史

最近今ひとつ腰の調子が悪い。レントゲンを撮ったが全く異常なし、医師曰く「綺麗ですね」、小生も調子に乗って
「ほんとキレイですね・・・」。ニコニコ顔であった。が、しかし痛みは一向に引かない。その内に歩くと足に電気が走る感じ、「何じゃこれは」
、まーその内直るだろうと思い暫くほっていたが、一向に回復の兆しが無い。そこでMRIを撮ることになり、
その設備をしている病院に予約を入れ、20分強小さなトンネルの中に入った。結果は○○、素人目にも直ぐに判る。で、先生原因は・・・?、
「判らない」、対処法は、「無い」。見事に端的な応えである。二の句が告げないとはこのこと。

それはそれで仕方がないが、実は、MRIを撮った医院の先生から、小生が通院している医師への手紙(結果報告の)
の宛名書きに「○○先生御侍史」とあった。○○先生御侍史、何じゃこれは、早速辞書をひいてみた。
すると「直接はおそれおおいので秘書様宛に、ものを申し上げます」的な使われ方をし、医師の世界では普通に使われているとか。

それにしても御大層なと云うか、古いと云うか、医師会の独特の閉鎖的な世界を垣間見る気がした。しかし、
「○○先生御侍史」と
宛名書きされるような偉い先生も、余り判っていないんだな・・・と思うことが最近よくある。

今までは何となく西洋医学は進んでいて、東洋医学は遅れている的な感じを持っていたが、実際は東洋医学の方が身体に優しく、
東洋医学的療法で人生を送ると、上手に死ぬことができるような気がして来ている。東洋医学界でも御侍史と使うかどうか知らないが、
御侍史様には畏れ入るしかないのかな・・・・。

Then, I heard that it was used like “I’m afraid to speak directly to your secretary, so I’d like to tell you something”, which is common in the world of doctors.

I felt that I had a glimpse of the unique closed world of the medical association. However.
I often think these days that the great teachers who are addressed as “XX-sensei’s samurai history” don’t understand much about it…

Until now, I had a feeling that Western medicine had advanced and Eastern medicine had lagged behind, but in reality, Eastern medicine is kinder to the body.
I’m starting to feel like I can die well if I live my life with Oriental medical therapy. I don’t know if the oriental medicine world also uses the word “samurai history”.
I can’t help but be in awe of the Master of the Samurai…
