２日の日曜日、久し振りに家族で高野山へ墓参に出かけた。高野山には妻の父、新谷増雄が眠る墓がある。
２０坪はあろうかと思われる大きな墓地で、五族之墓奉賛会が建立したものである。
義父はこの奉賛会の事務局を長年務め、墓の建立に並々ならぬ努力をしていた。そして、「俺が死んだら必ず五族の墓に入れろ」
というのが義父の遺言であった。

五族とは、日本、朝鮮、満州、蒙古、漢民族の五族であり、五族協和の王道楽土を創らんとの理想に燃えた満州国英霊の墓である。従って、
そこには満州国皇帝愛新覚羅溥儀及び弟、溥傑の名前も見ることができる。

義父、新谷増雄は、陸士５６期で陸軍経理学校卒の軍人であった。所属は満州国軍であったが終戦でシベリアに抑留され、
極寒の地で３年を過ごし帰国。以後民間企業に勤め、子会社の社長等を歴任し６０歳で定年を迎え、後は悠々自適の隠居生活を送っていたが、
７８歳で病床に臥し間もなく他界した。

私が結婚したのは義父が６０歳の定年を迎えた年で、現役の時を知らないが、
とにかく博識で軍人らしく自分也の思想を確りと持った背筋のピンとした人であった。余り多くは語らなかったが肝心な時の一言には重みがあり、
多くの事を学ばせて頂いた。正直、この人を義父に持たなかったら私の人生も少し違ったものになっていたかも・・、そんな事を思わせる位に、
私の思い方考え方に影響を与えた人であった。

私がこの調査の仕事に疑問を持ちナイーブになっていた時に、一言、「松谷君、泥棒が警察官になってはいかんだろう・・？」。また、
義父が定年して間もない時に、「お父さん、もう少し会社に残る道があったのでは」と聞いたことがある、すると、
「歳を取ったら後輩に道を譲るのが仕事だ」と一言。そして実際その通り、定年後はボランテイア的な事以外は一切しなかった。また、
愚痴や暗い話は一切しない人であった。例えば、シベリア抑留当事の話でも軍隊の話でも、面白おかしくは話しても、”辛かった”
の一言を聞いた事がない。そんな義父の墓参りを、妻と子供で久し振りにすることができ、何となく肩の荷が少し軽くなった気がしている。

先週末、関西総合調査業協会の研修会を実施。このブログでも紹介したが研修演目は、調査業法、個人情報保護法、戸籍住民票問題。

参加者は３０名強。会員の大くに参加して頂けたが、会員以外の参加者も数名あり、非常に嬉しくおもった。又、今回は全くの手作りで、
外部講師は招かず理事の一部が講師役を務め実施したが、心配した割には好評で、今週数名の方より電話やお手紙で、
「業界活動に真剣に取り組んでいる姿が感じられ中々良かった・・・」とのお言葉を頂くことが出来た。
微力ではあるが今までの活動と努力が報われた思いがし、”これからも頑張ろう”と意を強くすることができた。

そんなこともあって昨日、協会の副会長を務める東田俊康氏と相談役の井上慎也氏と一緒に、
故.有本憲二氏（大阪府調査業協会会長を長年務め、業界活動に真に命をかけた人）
の墓参に京都まで出向いた。前回お参りした時は、協会の分裂騒動など大変な時季であった事もあるが、墓前に立つや否や大粒の雨、
たまらず休憩室に駆け込む、するとスッと雨が上がる、再び墓前に立つと先ほどにも増して大粒の雨。再度休憩室へ、
そんな事を３度繰り返しやっと墓参を終えた。その時も東田俊康氏と一緒であったが、二人でしみじみと、「おい、有ちゃんが泣いてるぞ・・・。
何とかしなければな・・・」と語り合ったものであった。ところが昨日は、曇の谷間からいかにも初春らしい陽の光がさし、
のんびりと時間をかけて気持ちよく３人で墓参をすることが出来た。今回は、「よく頑張っているな・・・」と、
あのニヒルな有ちゃんが少し微笑んでくれた様な気がした。

Last weekend, we held a training session for the Kansai Association of General Surveyors. As I have introduced in this blog, the training topics are the Research Business Act, the Personal Information Protection Act, and the issue of the family register of residents.

There were over 30 participants. We were very happy to have a large number of members and a few non-members participate in this event. Also, this time it was completely handmade.
We did not invite any external lecturers and some of the board members acted as lecturers.
It was good to see them earnestly working on their industry activities.
Although it’s only a small amount, I felt that all my activities and efforts have been rewarded, and I was able to make up my mind to “keep doing my best” in the future.

That’s why, yesterday, I met with Mr. Toshiyasu Higashida, vice president of the association, and Mr. Shinya Inoue, advisor.

今日は、関西総合調査業協会の研修会がある。

場所は天満橋の京阪ホテル。午後４時から6時迄で、その後懇親会を予定している。演題は、探偵業法、個人情報保護法、
戸籍住民票問題についてである。昨年来からの三大関心事を一挙にぶつけ、研修会で皆で論議しようとの企画である。

何れも難しい問題を含んでおり、一度に解決できるようなものではないが、物言わぬ業界からの脱皮を図る足がかりになればと考えている。

調査業界には古くから「調査員は絶対に表に出るべきではない」との不文律的なものがあり、縦・横の繋がりを持たず、
人知れず活動する業界とされていた。こうした考えは業界の起源を、戦国時代の忍者に置くところから来ているようであるが、
コンプライアンスを重視される今日では到底通用するものではなく、合法的に正しい情報を入手し提供するためには、業界の社会的認知度を高め、
犯罪や不正行為の未然防止に貢献する無くてはならない業である事を広く世間に訴えて行き、
欧米先進国に見られるような社会に誇れる業界にて行きたいと願っている。

私の自宅は、寝屋川市成田西町である。交通安全で有名な成田山明王院の西側直ぐの所に位置し、最寄り駅は京阪香里園駅である。
駅まで徒歩約15分、住宅街の中を通り抜けて行くため、ジグザグで幾通りものコースがあり、その日の気分しだいでコースを変えている。
仕事柄常に尾行に気をつけてと云いたいところであるが、全くそんな気はない。ただ何となく同じ道を歩くよりは・・というだけのこと。

ここ数日はその内でも一番東側の通りを通っている。時間は他のコースよりも少し掛かるが、
2月から3月にかけてのこの時期は自然とこのコースに足が向いてしまう。理由はハッキリとしており、梅の花を観たいが為である。

聖母女学院の前を通って少し行くと友呂岐神社という小さな神社があるが、そこに4本の梅ノ木がある。
古木というのではないが白梅と紅梅のコントラストが何とも綺麗である。そこを通って少し行くと、レンガ造りの立派な屋敷があり、
この家の庭に小さな枝垂れ梅、その隣に瀟洒な平屋の家があるが、この庭の枝垂れ梅が何とも素晴らしい。
今朝は未だ３分咲き程度であったが日毎に咲いていく。今年は寒さが厳しかった分だけ梅の開花も遅かったように思うが、
ここ２?３日の暖かさで一挙に咲き始めた。

梅の花には開花の季節に似て凛とした美しさがあり、日毎春のときめきが感じられるこの季節が私は大好きである。

My home is in Narita-Nishi-machi, Neyagawa City. The nearest station is Keihan-Korizono Station, located just west of Narita-san Myoo-in, which is famous for traffic safety.

A short distance in front of the Saint Mary’s College, there is a small shrine called Tomoroki Shrine, which has four plum trees.
It’s not an old tree, but the contrast between the white and red plum blossoms is very beautiful. A little further on, there was a fine brick mansion.
In the garden of this house, there is a small hanging plum tree and next to it, there is an elegant one-story house, and the hanging plum tree in this garden is wonderful.
This morning, it was still in bloom for three minutes, but it is blooming every day. I think the plum blossoms were delayed because of the cold weather this year, but
It started to bloom all at once with the warmth of the last couple of days.

The plum blossoms have a dignified beauty similar to the flowering season, and I love this season when I can feel the excitement of spring every day.

今週は協会活動のみで社内的な仕事は殆ど出来なかった。戦友の東田俊康氏（ピ・アイ・オ社長）
と二人で議員会館回りに勤しんでいたという訳。務めとは言え中々大変だ・・・。ただ、私どもの調査業界は今未曾有の過渡期にあり、
動かざるを得ないと云うのが実情である。

最大の問題は業法である。議員立法で、今国会で成立の見込みが高いと言われている。

業法ではあるが中味は「消費者保護」を目的としたもので、業界の育成は眼中に無い。その為、規制のみで特典と言えるものは何一つ無い。
それでも業者にとっては、朗報ととらえられているようである。

何故なら、我が国に於ける調査業界の歴史は、余りにも虐げられた差別的なもので有ったからに他ならない。同じ業界でも、
欧米とは天地の差がある。

今までは野放し状態で、主務官庁さえハッキリとせず、社会的認知度の低さと運動団体のご支援のおかげで・・、公的融資は対象外、
社員の募集広告も大手媒体は掲載拒否。所謂、不用業種的扱いをされてきたが故に、業者としては、どんな法律であろうが業法が出来れば、
業そのものが「公的に認められたことになる」との考え方である。何とも情けない話であるが、それが現実である。

同じ業界でも欧米では弁護士以上に社会的信用を得ており、規模的にも雲泥の差がある。その原因は色々と考えられるが、
業界の生い立ちと云うか歴史に起因するところが大きいように思う。

そのことについては次の機会に書いて見たいと思うが、何れにしてもこれからは、人の「身体、生命、財産」を未然に擁護するという、
重大な使命を課せられた崇高な仕事である事を自覚し、自分の仕事に誇りを持って、主張すべきは主張して行きたい、
との思いを強くした1週間であった。

The reality is that we have no choice but to make a move.

The biggest problem is the business law. It is said to be a parliamentary legislation and is highly likely to be enacted in the current parliament.

Although it is a business law, its content is intended to “protect consumers” and not to foster the industry. As such, there is nothing that can be said to be a perk, only a regulation.
Still, it seems to be seen as good news for contractors.

This is because the history of the research industry in our country has been one of oppression and discrimination. Even in the same industry.
There is a world of difference between Europe and the United States.

Thanks to the low social recognition and the support of the movement group, the public loan is out of the scope, and it is in a state of openness until now, even the competent government agency is not clear, and the social recognition is low.
Major media outlets refused to advertise for employees. Because we have been treated as a so-called unused industry, as long as the business law is enacted, no matter what the law is, we will be able to make a profit.
The idea is that the business itself is “officially recognized. It’s a shameful story, but it’s a reality.

Even in the same industry, in the U.S. and Europe, they have more public trust than lawyers, and there is a huge difference in terms of scale. There are many possible reasons for this.
I think this is largely due to the history of the industry, or rather the history of the industry.

I’d like to write about it on the next occasion, but in any case, I’d like to write about it from now on in order to protect the “body, life and property” of people in advance.
I am aware that this is a noble job with an important mission, and I want to take pride in my work and assert what I should assert.
It was a week in which I felt strongly that I had to do something about it.
