どうなってますか？。」。編集委員長からの催促の電話（可也怒っている様子・・・）。「エッ・・、申し訳ない。夕方までに何とかします。」、「20文字30行の６千字でキッチリお願いします。そのスペースしかありませんから」。そんな、
小説家でもあるまいし、文字数まで細かく決められて書けるか・・・！！。ひと言、
云いたいところではあるが期日当日までコロッと忘れていた自分が悪い。渋々パソコンに向かった・・・、
そこで出来上がった原稿を今日のブログとする。

調査と人権「採用調査と差別」

米国では、従業員を採用する際に、求職者のバックグランドを調べるのは当然の事となっている。ネグリジェント・
ハイアリング（雇用主の怠慢雇用）なる考え方から、雇用主が求職者のバックグランドを調べる事無く採用した場合と、
調べて採用していた場合では、採用後に起こした事件・事故に対する使用者責任が全く違うからである。

　例えば、飲酒運転の過去を持った人を運転手として採用し、
その人が事故を起こした場合は、雇用者責任を問われ、訴えられれば敗訴するのは明らかである。しかも、
アメリカでは納税者の情報はパブリックレコードとして一般に公開されており、このレコードを調査することで、
必要なバックグランドのチェックができる。犯罪歴やクレジット情報なども比較的簡単な手続きで第三者でも入手可能となっており、
採用時のみならずあらゆる機会にバックグランド調査が利用されている。従って、米国では採用調査は、
採用マネージャが行わなければならない最低用件の一つになっている。

ところが日本では採用調査を罪悪視する傾向さえあり、厚生労働省などは
「採用時の調査は差別につながるおそれがあり、調査はしてはいけない」
との行政指導を徹底して行っている。また、個人情報保護法施行以後は、履歴確認さえままならず、官公庁・学校・
企業共に個人情報保護を理由に経歴確認にさえ応じなくなっている。犯罪歴とかクレジット情報などもっての外と云う状況にある。

いったいこの違いは何処から来るのであろう。それを単に「文化の違い」と説く人もいるが私にはとてもそうは思えない。
日本でも30年ほど前まではアメリカ同様、採用時の調査は広く行われ、
社会的にも当然の事として認知されていた。ところが、当時の採用調査には一部差別的な要素を含んでいた。そこで差別解消の為に、
採用調査を否定する動きが起こったのも当然の流れと言えなくはない。

しかし、人権団体や行政及び我ら調査業界の運動の成果で、現在の採用調査（人事調査）
に差別の意図などは全くないし、そうした意図を持って依頼する企業もなくなった。

　ところが行政も人権団体も十年一日の如く「調査は差別につながるおそれ・・・」として、
調査を否定する論拠としている。「何々のおそれ」で物事を否定する事が許されるなら、あらゆる事物事象が否定されるであろう。

私は、塾講師が生徒を殺害した「沙也乃ちゃん殺害事件」が起きたとき、採用調査の必要性が社会的に再認識され、
少しは改善に向かうのでは・・と密かな期待感を持った。が、未だしである。業法施行がなった今、
採用調査を含むあらゆる人事調査のあり方を今一度真剣に論議し、真の人権が護れる社会ルールを形作っていきたいものである。

お盆が近づくと里帰りの虫が騒ぎ出す。今年は７月半ばに帰省したので、「お盆は大阪で」とも思ったが田舎に居る同級生から電話、
「同窓会やるから帰ってこい・・」。そうなると里帰りの虫は黙っていない。結局、１５・１６・１７と２泊３日の予定で帰郷。
１５日の早朝３時半に妻と二人で、一路島根へと出発。島根半島の七類港着０７時１０分、０９時３０分のフェリーに乗り、
１２時１０分隠岐の島の別府港着。

その夜は中学の同窓会。同級生１２０名中４０名が参加、海賊風バーベキュー（サザエ、ヒヨーギ貝、岩牡蠣、魚、肉、野菜など）
でドンちゃん騒ぎをし、そのまま大型クルーザーでナイトクルーズに、隠岐ならでは贅沢な遊びである。クルーザーで盆踊り会場に乗りつけ、
踊りに参加。音頭とりも同級生、２時間ほど盆踊りに興じ、再度クルーザーのキャビンでドンちゃん騒ぎ。

翌１６日は、しゃーら船送りに参加し、その足で鯛釣りに連れて行ってもらった。
水深５０メートルの内海であったが入食いに近い状況で結構な成果。お昼は、釣りたての鯛と鯵の刺身に舌鼓をうつ。夜には再度同級生が集まり、
大型クルーザーのキャビンで酒盛り。何とも楽しい１日であった。

１７日は大鯛釣りに挑戦、外海へ出ての流し釣りであったが、これは当たり外れの激しい漁で、２時間ほど頑張ったが全く反応なく、
早々に切り上げとした。夕方４時過ぎのフェリーで隠岐をあとにし６時半、七類港着。米子自動車道から中国自動車道を一路大阪へと走り、
我が家着１１時過ぎ。楽しい楽しい３日間であった。

りに費やす。昔は若者宿的な感覚で、泊り込みの共同作業で行っていた。

右先頭に乗っているのは同級生。

妻も鯛つりに挑戦。見事な戦果。

鯵と鯛が一挙に３匹。

大粒の雨が急に降ってきて・・、早々に中止。

クルーザーのキャビンで同級生と・・・。

酔いが廻り、何時の間にかこんな姿に・・・。

翌日の大鯛釣り。同級生の漁師と共に。但し、戦果なし。

We arrived at Beppu Port in Oki Island at 12:10.

That night was a middle school reunion. 40 out of 120 classmates participated in the event, which included pirate-style barbecue (turban shells, hiyogi clams, rock oysters, fish, meat, vegetables, etc.)

The next day, on the 16th, I took part in the Shara boat drop-off and they took me to go sea bream fishing.
It was in the inland sea at a depth of 50 meters, but it was a good result. For lunch, we enjoyed freshly fished sea bream and horse mackerel sashimi. In the evening, the classmates gathered again.
We had a drink in the cabin of a large cruiser. What a fun day it was.

I challenged a big sea bream fishing on the 17th, it was a drift fishing in the open sea, but it was a fierce fishing that was out of luck, and I worked hard for about two hours, but there was no reaction at all.
We rounded up early. We left Oki by ferry at 4:00 pm and arrived at Nanarui Port at 6:30 pm. From Yonago Expressway, we took the Chugoku Expressway and drove to Osaka.
We arrived at our house a little after 11:00. It’s been a fun and enjoyable three days.

雨で大変やったみたい。うちは特にどうもないけど隣の○○さん、向いの○○さんは床下浸水。
４軒隣の○○さんは床上浸水でタンスの３段目まで水が来て、避難したんだって。」、「なにそれ・・・」、「で、○○さんの家、
住まれへんようやし・・。家貸してもいいかな？」、「ぜんぜん構へん、入って貰ったらいいがな・・」。　そんな事で、
空き家にしていた家に利用価値がでてきた。

それにしても最近の雨の降り方、どうなっているのだろう。部分的集中豪雨による鉄砲水で死者何名、ところが隣町は、「雨ふったん・・
・」て云う感じ。完全な亜熱帯地方の天候に変わりつつある。多分原因は、自然環境破壊による温暖化現象のなせるわざであろう。
そして間違いなくこの現象は今後酷くなって行くであろう。

そう云えば昨年９月３０日、私の出身地隠岐の島は１時間に１００ミリを越す豪雨にあい、
激震災害の指定を受けたが未だその傷跡は癒えていない。

で、教訓。土地や家を買うときは、周囲の状況をよく観て、高台でも平地でも周囲と比べ低いところはダメ。川の近くは要注意。
溜池付近も要注意。道路の側溝より土地が低いとダメ、少なくとも３０センチは上がっていないと、等々。

８月１日、PLの花火大会に妻と二人で行ってきた。この暑いのに花火・・とは思ったが、個人宅に調理人を呼んで、
食べ放題飲み放題の可也贅沢な花火見物とのこと。ただ事前情報によると行き帰りの混雑は想像を絶するもので、
電車に乗るのに２時間近くは並ぶ覚悟がいると云う。小生、何が嫌いと云って、並ぶほど嫌いなものはない。
調理人付きの飲み放題食い放題にＰＬ花火と並ぶ事を対比させ、悩みに悩んだ。結果、エーイままよ・・、混雑しておれば何処かで時間を潰せば・
・・との思いで、参加を決定。

集合は５時、少し早めにと会社を３時半に出て一路「金剛」駅へ。何とスムーズなこと、１時間弱で金剛に付き、
お招き頂いた家に着いたのが４時４０分。５時から宴会開始、イタリア料理であったが中々の美味。ワイン片手に２時間ほど談笑していると花火、
ドーン、ドドーン！！、まっこと綺麗じゃのー、惜しげもなく次から次から、実に見事なものであった。

食と花火を堪能し、一路帰路へ。これがまた驚き。駅に着くや直ぐに特急電車が来る、ホームで座席指定を買い、
そのままゆったりシートで難波駅まで。日常の通勤電車より余ほどスムーズ、最高の花火見物であった。

これぞまさに日頃の行いのなせるわざか？

On August 1, my wife and I went to a fireworks display in PL. I thought it would be fireworks in this heat, but I had a cook over at a private home.

I decided to participate in this event.

The meeting was at 5:00 a.m. I left the office a little early and went to Kongo station at 3:30 a.m. How smooth it was. We got to Kongo in less than an hour.
We arrived at the house where we were invited at 4:40 p.m. The banquet started at 5:00 p.m. We had Italian food, but it was quite delicious. After two hours of chatting with a glass of wine, fireworks
Boom, boom, boom, boom! It’s so beautiful, it’s so beautiful one after the other without regret.

After enjoying the food and fireworks, we were on our way home. This is another surprise. As soon as you arrive at the station, the express train comes.
Continue to Namba station in a comfortable seat. It was much smoother than the daily commuter train and the best way to see the fireworks.

7月25（金）・26（土）・27（日）の3日間、
財団法人天風会香里賛助会の夏期特別研修会（修練会）が開催された。

天風会行事の中で最も重要視されるのが盛夏の中で行われる、この特別研修会である。3日間、朝８時から夕方5時まで、
短パン一つで体操・実験・座禅・講義などみっちりと修養に勉めるのである。猛暑の中での3日間は可也きついものがある。
朝夕の体操の時間を除いた約６時間は畳の上での正座もしくは半跏趺坐で座っていなければならない。何よりもこれが大変である、
背筋をピンと伸ばし・・・午後からは睡魔との闘いである。処が何故か3日間の修養を終えると何ともいえない充足感に包まれる。
不思議なものである。

修養の内容は毎年同じ。入会して16年、毎年同じ研修を受けて来たが感じ方はその都度違う。
参加メンバーや講師の違いもあるが一番の違いは自分の心の態度であろう。その点今年は充実していた。
景気が悪く経済的には最悪の状況であるが故に、逆に気持ちは引き締まざるを得ないが為か・・・。

For about six hours, not including the morning and evening calisthenics, he must sit in the full or half-lotus position on the tatami. This is the hardest thing of all.
Straighten up your spine…you’ll be battling sleepiness in the afternoon. For some reason, when I finished my three-day retreat, I was filled with an indescribable sense of fulfillment.
It is a curious thing.

The content of the retreat is the same every year. I’ve been a member for 16 years and I’ve received the same training every year, but the feeling is different each time.
There are some differences between the participants and the lecturers, but the biggest difference is probably the attitude of one’s heart. In that respect, this year was fulfilling.
This is because the economy is in a bad state and the economy is in the worst state, so we have to tighten up our spirits…
