採用調査（雇用調査）の最近の事例。

年に数件しか依頼のない某大手企業の担当部長より久し振りに電話、「松谷さん、
住所が町名までしか判らない求職者の調査ですが出来ますか？」、「と云うことは紹介会社（有料職業紹介事業者）経由の求職者ですか？」、
「その通り・・・」、「判りました・・出来ますよ」。
紹介会社は当初の紹介時点では求職者の詳細な住所や電話番号などは履歴書から削除して紹介するのが普通
（個人情報保護と求職者との直接連絡をさせない為など・・）。

求職者の履歴。米国の大学卒で、日本の貿易商社２社を経て出向先企業に転籍し、
転籍した会社から再度関連会社に出向となり、現在その出向先で部長の要職にある、
が面白くないのかその一方で転職サイトに登録し求職活動をしている人物。面接では、
言語明瞭で態度もよく何となくキレ者という感じであったらしい。

早速、経歴確認調査に着手。ところが現職は触れないし前職も前々職も転籍、
出向で現職至っており下手に触ると被調査人が転職活動をしているのが現勤務先に漏れる危険がある。従って、
取材は慎重に慎重を要する案件であった。そこで、知人を装い先ず前々職に「○○さんお願いします・・・」と電話、　　すると
「そんな人いません・・何かの間違いでは」、「あ・・そうか、△△に変ったんでしたっけ・・・」、「エッ・・、そんな知りません。
そんな会社、内とは何の関係もありません」との返答。不振を感じた調査員、再び前職に同じ調子でチャレンジ、
「○○さんは大分前に退職なさいましたよ・・」、「エッ、何処へ行かれたかご存知ありませんか？」、「知りません、何かあったんですか」、
「いや、一寸尋ねたい事があったものですから・・・」。ウム、これはおかしい・・・。

ここで振り出しに戻り、履歴詐称を前提に本格的調査に入る。結果、
前職４社共に何ら関係のない会社で、転籍、出向などは全くのデタラメ。勤務期間も大幅に違っており、
職務経歴書に記載されている職責及び職務実績も可也の底上げであった。

職務能力に関しては、そこそこ仕事はできるが自己主張が非常に強く、職場での和が保てず、勤めた先々でことごとく上司、
同僚とぶつかり、１?２年で転職を繰り返すハメになっている人であった。

早速その旨をレポートにて報告。依頼会社から「有難う・・・」の言葉を頂く事ができた。
結果は知らないが多分採用には至らなかったであろうと思う。

ところが、こんな人でも厚生労働省の指導に従い、調査をせずに採否を判断していれば、先ず間違いなく採用となった事でしょう。結果、
紹介会社に紹介手数料１００万円強（給料の３ケ月分相当額）を支払い、トラブルメーカーを抱え込み、
会社はその後相当な苦労を強いられる事に成った出あろうことが容易に推察される。

その次に依頼のあった女性の採用調査。調査経緯は省略するが、何と年齢を５歳も誤魔化していた。今は、採用に関し、
年齢制限を設けることは基本的にはできなくなっている。だからとと云って年齢詐称がＯＫとは成らない。単なる女性の見栄なのかも知らないが、
就職に際しての年齢詐称はいただけない・・。

Here, we are back to square one and begin a full-scale investigation based on the premise of history falsification. Result.
It’s a company that has nothing to do with any of the four previous companies, and the transfer or secondment is complete bullshit. The working period is also very different.
The job responsibilities and job performance listed in the resume were also significantly improved.

In terms of work ability, she is able to do her job well, but she is very self-assertive, and she is unable to maintain harmony in the workplace.
He had run into a colleague and had to repeatedly change jobs within a year or two.

I reported on it immediately. We were able to receive a “Thank you” from the client company.
I don’t know the outcome, but I think it probably didn’t result in recruitment.

However, if they had followed the guidance of the Ministry of Health, Labour and Welfare and made a decision on whether to accept or reject such a person without conducting a survey, they would have been hired without a doubt. Result.

The next step was a hiring survey of women who had been hired. I will omit the details of the investigation, but to my surprise, they misrepresented their age by five years. Right now, I’m trying to figure out how to recruit.
It is basically no longer possible to set an age limit. However, this does not mean that it is OK to falsify your age. I don’t know if it’s simply a woman’s vanity.
It is unacceptable to falsify one’s age at the time of employment…

プライベートな話2008/02/08

隠岐の島

我が郷里、「隠岐の島」が最近新聞紙上を賑わしている、
と云うほど大げさではないが時々記事になっている。良きにつけ悪しけにつけ郷里の事は気になるもの。

その１、　隠岐水産高校のこと。水産高校を卒業しても船に乗れない、
水産関係の仕事にも就けない。男の仕事と意気込んで入学した水高生の夢が叶えられない・・。　それを嘆く高梨校長（私の親戚）
の話しが記事になっていた。それもそのはず、今の商船は、士官以外はオール外国人（東南アジア人）で締められている。

その２、　知夫村のこと。知夫村は島前に位置する一つの小さな島で、
人口８００人弱という過疎村である。ところが近年、狸が異常繁殖、何とその数２千匹、人間よりも遥かに多くなっているという。それ故、
狸は大威張りで我がもの顔で農作物を食い漁り、この世の春を謳歌しているらしい。ところが反対に、村民は大変な被害を被り、
村長以下全島民が頭をつき合わせて、その対策を練ったとのこと。　結論は「駆除」、
ところがその事を知った動物愛護団体など全国の心優しい博愛者から「駆除などもってのほか・・」と非難ごうごう、１日２・
３本しか鳴らなかった役場の電話が鳴りぱなし状態と相成り、村長以下島民皆がまた頭を抱えた。結論は
「防護柵で狸と人間の住み分けをし共存を図る」となったとか。
狸村の村会がどう決まったかは報道されていないが何となく落ち着くところに落ち着いた感じではある。しかし、小生は可也心配している、
そうは問屋が卸すまいと・・・。

その３、　西ノ島（私の生まれた里）のこと。　西ノ島の孤島に妖怪、ゲゲゲの鬼太郎の、
「ネズミ男」が住んでいるとの報道。岩肌が「ネズミ男」そっくりで、話題をよんでいるらしい。産みの親の「水木しげる」も、
「これぞまさにねずみ男」と大喜びとか・・。西ノ島にまた一つ観光名所が増えそう・・。何とも喜ばしいことである。

プライベートな話2008/02/01

週末は映画

最近、邦画が面白い。武士の一分、
続３丁目の夕日、母べい、何れもほろっときて心温まる、何となく余韻の残る鑑賞感であった。明日は、
歓喜の歌、アース、シルク、どれにしようかな？、先週は、一挙に２本観た。
母べいと銀色のシーズン、時間調整の積もりで観た銀色のシーズンも中々良かった。
今週も２本立てで行こうかな・・と云う感じ。

映画は夫婦で観るに限る。２時間じっくり楽しんで２人で２千円、しかも共通の話題ができ夕食も和む。一石二鳥である。
時間調整が難しいができるだけ週末は映画デーにしようと思っている。

Lately, Japanese movies have been interesting. A warrior’s minute.
The Sunset on Third Street and Mother’s Day were both heartwarming and somehow lingering in my appreciation. Tomorrow.
Joyous Song, Earth, or Silk, which one should I go with? Last week, I watched two movies at once.

I think I’m going to do a double feature this week…

探偵のぼやき2008/01/25

初ぼやき

「大寒の入り」と共に寒波到来、今週は相当冷え込んでいる。風邪など召さぬよう十分にお気をつけてください。

私は、２０数年風邪をひいた事がなく、それを自慢にしていた。ところが昨春、アレッと思ったら風邪にかかっていた。
一寸ショックであった。以来風邪には気を付けなければと思いつつ、また、１週間ほど前から風邪の諸症状。歳には勝てぬと云うことなのか、
自分では気付かぬ内にどうも体力が落ちているらしい。

「自然法則に順従」、これが人の本当の生き方という。時に風邪をひくようになるのも「自然法則」なのかもしれない、
と自分を自分で慰めている・・・。

昨日、関西総合調査業協会の会報に「初ぼやき」と題して原稿を書いた。また手抜きとしかられそうだが、その原稿を添付し、
今週のブログとする。

新年明けましておめでとうございます。今年が皆様方にとりまして恵み多い年となりますよう祈念致します。

新年早々ぼやきたくはないが今年は相当気を引き締めないと、「今年こそは、今年こそはで今年も暮れた」になりそうな気がする。

１月４日の大発会での株の暴落、ご祝儀相場など粋なはからいは何所えやら、
サブプライムローンに端を発した株価の下落は底なし沼に入ったかの如くで、世界同時株安が進行している。また、
需給バランスに関係なく原油高は留まるところを知らない。正直、今の経済は門外漢の私などには全く読めないが、
実態経済は反映せず投機筋の思惑で世界経済が揺らぎ、そのしわ寄せが消費者にもろに来ている。
何となく正直者がバカをみる的な社会になりそうで、嫌な予感がする。

我が調査業界に於いても何となく似た現象が起きている。所謂、消費者泣かせの悪徳業者が確りと稼ぎ、
依頼者の身になって真面目にコツコツとやる誠実な業者が苦境に立たされている。

「石の上にも３年」、ジックリと腰を据え、誠心誠意、真面目に仕事に取り組むと、それなりの結果が付いてくるものと信じてきたが、
最近の現象を見てみると、必ずしもそうとは言い切れなくなっている。何故、こんな事になってきたのか？。

昨年の漢字は「偽」であった。所謂「偽」が流行ったということ、何故「偽」が流行ったのか、「偽」によって稼ぐことができるから？。
「偽」が発覚し倒産や更正会社に陥った所もあるが、表に出たのは多分氷山の一角、実際は「偽」で稼いでいる所が相当数あるに違いない。
“情けない”と思うがどうもそれが実態のようである。中味はどうあれ、如何に装うかが決め手となる。我が調査業界でも調査の中味はともかく、
如何に偽装して広告宣伝を上手くやるかが決め手となってきている。

個人に於いても同様で、中味はともかく自分を如何に装うかである。求職に際しては、如何に履歴書や職務経歴書を偽装するか。
東大卒と書こうが京大卒と書こうが、一流企業勤務と書こうがトップ営業マンであったと書こうが、全てＯＫである。学校も企業も官庁も、
個人の事は「個人情報保護」を盾に一切応えようとしないのだから。だいたい調査そのものを否定しようとしている。その上、
住民票も戸籍も入手は難しい。従って、何処の誰に成りすましても、そう簡単には見抜けない。「何が真実か・・」などは２の次ぎ３の次ぎ、
そんな事より個人情報の保護が大切らしい。

時代錯誤とお叱りを受けそうだが、経済も社会も何処か狂いが生じて来ているように思えてならない。

そんな環境下での探偵業法の施行である。探偵業法は１にも２にも消費者（依頼者）の保護と被調査人の保護が目的である。法の運用は、
その目的にそった運用であって欲しいと願う。真の消費者保護は、適正な料金、適正な方法で正確な調査を行い、
誠実な報告する事ではなかろうか。偽装した宣伝広告だけが上手い悪徳業者が淘汰され、
真面目な業者が生き残れるような法の運用であって欲しく、その為に業界団体は一丸となって活動して行かなければならないと考えている。

微力ではありますが常に問題意識を持って取り組み、業界発展の為に微力ながら今年も頑張って行く所存ですので、
会員皆様方の変わらぬご支援をお願いいたします。

Happy New Year to you! I hope that this year will be a blessed one for all of you.

I don’t want to be a whisperer at the beginning of the new year, but if I don’t brace myself considerably this year, I think I’m going to end the year with “this year, this year, this year”.

The stock market plummeted at the big meeting on January 4 and the congratulatory gift market.
The subprime mortgage crisis has caused stock prices to fall as if they have entered a bottomless swamp, and the global stock market is falling simultaneously. Also.
Regardless of the supply-demand balance, the high oil prices are not going to stop. To be honest, the current economy is completely unreadable to me and others who are new to it, but
The global economy is being shaken by speculators’ speculations without reflecting the real economy, and the wrinkle is coming to consumers.
I have a bad feeling that we are going to become a society where honest people look at fools.

Somewhat similar phenomena are occurring in our research industry. The so-called unscrupulous companies that make consumers cry are the ones that make the most money.
Sincere contractors who put themselves in the shoes of their clients and work diligently to get the job done are in a predicament.

I’ve always believed that if you work diligently and earnestly for three years, you’ll get the right results.
Looking at recent phenomena, that’s not necessarily the case. Why has it come to this?

Last year’s Chinese character was “fake”. So-called “fake” became popular, why “fake” became popular, because you can make money by “fake”?
Some of the “fakes” were discovered and went bankrupt or went into reorganization, but the ones that came out are probably the tip of the iceberg, and there must be quite a few that are actually making money off of “fakes”.
It’s “pathetic”, but apparently that’s the reality. Regardless of the contents, how you dress is the deciding factor. Even in our own investigative industry, regardless of what’s in the investigation.
The deciding factor is how to disguise and advertise well.

The same is true of the individual; it depends on how he or she presents himself or herself, regardless of his or her content. How do you disguise your resume and work history when applying for a job?
It doesn’t matter if you graduated from Tokyo University or Kyoto University, or if you worked for a prestigious company or were a top salesperson. Schools, businesses, government offices.
They don’t respond at all to personal matters using “privacy protection” as a shield. It’s more like trying to deny the investigation itself. Besides.
It is difficult to obtain a residence card or a family register. Therefore, it’s not so easy to spot anyone, anywhere. “What’s true is…” and so on, after two, then three, then three.
It seems that the protection of personal information is more important than that.

I’m afraid I’ll be scolded as an anachronism, but I can’t help but think that something is wrong with the economy and society.

会長日記2008/01/15

新春放談

昨日夜８時３０分、無事宮城県の鬼首スキー場より帰阪。
連休３日間年寄りの冷や水と笑われながら船場ロータリークラブのメンバー１５名でスキーを楽しんで来た。平均年齢６０才余、
ところがスキーウエアーに身を包むと殆ど年齢不詳、滑降の姿は皆１０代、ところが夜のカラオケは何故か演歌のみ。
心身の年齢差は間違いなく３０歳はある。とにかく楽しいひと時であった。

明日からはまた東京出張。で、今日は少し忙しい。ブログを書いている時間がないので、
業界団体の会報誌に載せる原稿を添付する事とする。

「新春放談」　　　　　　　　　　　　

新年明けましておめでとう御座います。会員の皆様方には清々しい新春のスタートを切られたこととお喜び申し上げます。　今年は子干支、
十二子のスタートの年。我が調査業会は、法制下の基での新たなスタートの年。また、私は人生折り返しの新たなスタートの年である。

何事もスタートが肝心。だからと言って気負ってはならない。肩の力を抜き、ケツの穴を占め、臍下丹田に気を込め、
虚心平気の状態で新たなスタートを切りたいと願っている。

私の協会活動のスタートは、会社創業３年目の昭和５６年、全国４団体の一つ「調友会」であった。
当事の調友会は協会とは言いながら業界人の親睦を第一に何時も和気藹々とした雰囲気に包まれ、
会合は熱海の旅館で宴会付の楽しいものであった。ところが、昭和６０年の大阪府条例問題を機に４団体を一つにとの気運が高まり、
昭和６２年に業界は一本化され、翌６３年にはその団体が社団法人として認可された。協会内には多種多様な問題を抱えていたが、
正直その時は嬉しかった。“生涯の仕事”と命をかけた我が調査業がやっと陽の目を見た、と。そして、会員の誰もが望んだ「社会的地位の向上」
に向けて新たなスタートを切ったかに思えた、が、あに図らんや、協会は内部抗争に明け暮れ、社会に向けての活動は殆ど出来ず、
結果元のもく網で離合集散を繰り返し、「社会的地位の向上」を叫びながら「社会的地位の向下」へと進み、
業界の自浄作用や自助努力など綺麗ごとでは改革は難しいと判断され、国会議員の手により、探偵業の取締が法制化されるに至った。
業界の一部には「探偵業法」は業界活動の成果、業界が勝ち取ったものと考えている人も居るようであるが私にはどうしてもそうは思えない。
運用如何によっては業そのものの存亡にも関わりかねない相当厳しい内容を含んでいる。探偵業法は議員立法であり、
確りと土台固めをし逐条的に作られたものでなく、始めに条文ありきで、
法案を通す為に解釈如何ではどちらとも取れる曖昧さを残したまま全会一致で法案は成立したようである。
それだけに今後の運用如何では業界に取って両刃の剣、利剣となすも邪剣となすも、ある意味、私たち調査業者の取り組み如何にかかっている。
業界の新たなスタートとなる今こそ、各業界団体は一致団結、初心に帰って真の協会活動に取り組まなければ成らない。そして、
３年後の業法見直しの時には、取り締まりのみでなく育成も考えて貰えるような業界に成長していなければならない。
私が今一番危惧しているのは、業法が出来たが為にまともな調査が出来ず、結果依頼者にご迷惑を掛けることになりはしないかと云う事である。
料金の高い安いは、ある意味、調査の結果次第である。業法の趣旨、「依頼者保護」に努めるには、より正確な、
より内容のある調査をすることである。業法を守らんが為に依頼に応えられないような事になってはならない。

Last night at 8:30 p.m., I returned to Osaka from Onikobe ski resort in Miyagi Prefecture.

“New Year’s talk.

I wish you a Happy New Year. I would like to congratulate our members on a fresh start to the new year.　This year, the Chinese zodiac sign
The year of the start of the twelve children. This is the year of a fresh start under the law for our surveyors’ association. It is also the year of a fresh start for me in the turnaround of my life.

A good start is the key to everything. But that doesn’t mean we should get carried away. You have to relax your shoulders, occupy your asshole, and pay attention to your sub-umbilical dantian.

I started my association activities in 1981, in the third year of my company’s foundation, with the Choyukai, one of the four organizations in Japan.
Although it is an association, our friendship association was always surrounded by a harmonious atmosphere with the first priority being the friendship of people in the industry.
The meeting was a pleasant one with a banquet at an inn in Atami. However, in 1985, when the Osaka Prefecture ordinance problem arose, there was a growing momentum to unite the four groups, and so we started to work together to create a new organization.
The industry was unified in 1987, and the organization was approved as an incorporated association in the following year, 1963. Although there was a wide variety of issues within the association
To be honest, I was happy at the time. “My investigative work, which I had put my life’s work on, has finally seen the light of day. And every member wanted to “improve their social status.
