途中下車 、そして人権
今朝久しぶりにひとつ手前の「天満橋」駅で下車した。天満橋から中ノ島を通ってバラ園をみたかったから・・。
何とも清清しい気持ちの良い朝になった。燃えるような華やかなバラと香り、中ノ島の近くに事務所を持つことが出来た幸せを噛みしめた。
当分は天満橋下車の通勤となりそう・・・。
今日は朝から予定が一杯。11時、13時、14時、15時と面会予約が入っており、16時からは関西総合調査業協会の理事会。
15時の面談者は朝日新聞の記者。どうも興信所の住民票、戸籍謄本の不正請求事件に絡んでの取材のようである。
協会の副会長を務める東田俊康氏(先般、探偵がゆく を出版したPIOの社長)と一緒に会う予定であるが少し気の重さを感じる。
不正請求そのものは糾弾されても仕方ないが、実はこの問題は私ども調査業界に取っては非常に重要な問題なんです。
元々は、住民票や戸籍は公開の原則で、誰でもが自由に閲覧及び入手する事ができた。ところが興信所による結婚差別調査事件に端を発し、
30年ほど前に戸籍法及び住民基本台帳法の一部改正があり、戸籍は特定の人と身内以外は入手困難となり、
住民票も公開の原則はあるものの行政の窓口が極めて厳しい規制をもうけ、事実上他人の住民票は入手不可能になっている。その為に、
今回のような不正請求が行われる背景になっている。住民基本台帳法では何人も第三者の住民票を請求する事ができるとなっている。但し、
差別など不当な目的に使われるおそれがある場合はその請求を拒む事が出来るとなっているにも関わらずである。
何故住民票が公開の原則を未だに堅持しているかを行政は確りと考えて欲しい。一方的な圧力に屈し、
偏った行政を行うのはそろそろ止めにしてもらいたいものだ・・。
本当に思う、心底思う、今の日本は詐欺のし放題、嘘のつきほうだい。その詐欺や嘘を行政や人権団体が強力に擁護しているのだから。
結果、多くの人のもっと大きな人権が侵害される結果になっている事を知って欲しい・・・。
